Description
This is published as a sole source announcement under the statutory authority at 10 USC 2304(c)(1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to negotiate and award a firm-fixed price contract on a sole source basis to Keysight Technologies, 9780 South Meridian Blvd, Englewood, CO 80112-5910. Keysight shall provide Preventative Maintenance, Remedial Maintenance, Software Maintenance and Calibration of up to twelve (12) Keysight (Agilent) 3070 test systems per year located at TYAD. Maintenance Support Service includes the entire system: the controller, the PC's, the printers, the monitors, and test heads. Maintenance of specified accessory equipment is also included. Remedial Maintenance is to be provided with a next day response for service calls placed between the hours of 8:00 AM and 5:00 PM Monday through Friday, excluding holidays. At the discretion of the Government, Government technicians may provide "first line" of repair. The contractor shall provide any required repair part on a one-for-one trade-in basis. On an as-needed basis, the Government may require a "Quick Response" to a call for Remedial Maintenance. Quick response shall mean that the contractor is on-site within four hours (4 hrs) of receipt of the call. A call for Quick Response is estimated at one each (1 ea.) per year. On an as-needed basis, the Government may require an "Out-of-Hours" coverage for Remedial Maintenance. Out-of-Hours shall mean those hours between 5:00 PM Friday and 8:00 AM Monday. If a call for Remedial Maintenance is placed by the Government under Out-of-Hours coverage, the contractor shall provide next day service. The requirement for Out-of-Hours coverage is estimated at one each (1 ea.) per year. Preventative maintenance shall be performed in accordance with the manufacturer's recommendations for the equipment. Preventative maintenance includes cleaning, changing filters, adjusting, lubricating, inspecting, and testing those items which require such preventive maintenance. Calibration shall be provided at six month intervals. Engineering improvements of the systems will be installed as they become available and if determined necessary. It is understood that parts replacement will generally be performed on a "trade in" basis. This is agreeable to the Government as long as the replacement part is equal or superior to the part removed. Keysight, formerly Agilent Technologies, is the Original Equipment Manufacturer (OEM) of the 3070 series circuit board test systems. The technical data for these items is proprietary to Keysight and the Government does not own the Technical Data Package (TDP) for the equipment. The TDP would be required for any other source to provide the required services. Keysight is the only known source that possesses the knowledge, expertise, capability, data and diagnostic testing required for the maintenance service. The period of performance is: Base year to commence June 1, 2017 through May 31, 2018 with four (4) one year options and one six month option for extension of services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. Any responsible firms believing that they can provide the required maintenance should contact the Point of Contact identified below within ten (10) days of the publication of this notice and submit a capability statement describing the firm's ability to provide the supplies and services described herein, which will be reviewed for consideration.
