- *This is a competitive total small business set-aside acquisition limited to small business firms. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the solicitation.* This Invitation for Bids (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), contemplates making an award to the responsible bidder whose bid is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and the price related factors included in the invitation. The subject Solicitation P17PS00480 consists of the following construction services to be performed at the Wild Gardens of Acadia at Sieur de Monts Springs, within, Acadia National Park, Bar Harbor, Maine. This IFB is set-aside for 100% for Small Businesses under NAICS Code: 561730, Landscaping Services (size standard $7.5M). The Period of Performance is 05/30/2017 and 06/23/2017. The Contractor shall perform on the site, and with its own employees, work equivalent to at least twenty-five (25) percent of the work to be performed under the contract, not including the cost of materials. The Contractor shall furnish all labor, materials, equipment, tools, transportation services and supplies required to complete the work in accordance with the Contract Documents. The work includes, but is not limited to: 1. Design and supply an irrigation system to meet specified criteria. 2. Drill water well and connect to water lines installed by others under asphalt parking lot. 3. Trench in water supply line and irrigation system line to gardens. 4. Trench, provide and install 2 new 1 ½ " 200PSI PE water Line (CTS). 5. Run water supply lines and irrigation supply in existing paths. 6. Paths to be restored to existing condition. 7. Install new frost resistant hydrants. 8. Provide electrical connection for well pump. 9. Well pump on its own service breaker. 10. Provide 2" conduit from electrical panel to conduit stub. U.S. Dept. of Labor, Construction Wage Rate General Decision Number: ME170024 shall apply. The order of magnitude for this project is estimated to be between $100,000 and $250,000. Bidders must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov, and have completed their Online Representations and Certifications in SAM, in order to be eligible for award. An organized site visit is scheduled and details can be found in Section L, FAR 52.236-27, SITE VISIT. A Pre-bid conference is not planned. Information concerning any facilities, such as utilities, office space, and warehouse space, to be furnished during construction can be found in the Project Manual Section 01510, Temporary Services. VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans' Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans. Refer to Section L of the IFB for any Special Notices, if applicable, regarding the submittals of the sealed bids. Bidder shall provide its name and complete address, including street, city, county, state, and ZIP code. Bidders should include in the bid the address to which payment should be mailed, if that address is different from that of the bidder.
