- *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sigma Space Corporation of Lanham, Maryland for assisting NOAA's Office of Atmospheric Research (OAR) for non-personal services to provide ongoing observation based on greenhouse gas (GHG) management efforts and policy-relevant scales for the Integrated Global Greenhouse Gas Information System (IG3IS) ***The sole source determination is based on NOAA/OAR being part of a joint Government agency effort with the World Meteorological Organization (WMO) and the National Aeronautics and Space Administration (NASA) to develop and coordinate a global greenhouse gases (GHG) management system that meets the following needs: 1. Sufficient observing sites, with a focus on key areas of emissions or uptake. 2. On-going demonstration of measurement compatibility for different platforms, regions, and approaches. 3. Near-real-time, open-access data and transparent information system. 4. Improved transport and analysis to obtain better resolution and improved precision and accuracy. 5. Well-posed and well-defined information products tailored by sector, location, and mitigation strategy. 6. Active engagement of providers and users of data and information throughout planning and implementation. The IG3IS is proprietary to this Government group through the vendor that has been in place since this research and management was put in place. Without the GHG monitoring information system, it would be difficult or impossible to determine the effectiveness of GHG emission reduction polices and to guide and to guide governments and the private sector in adjusting their policies and locating large fugitive emissions to form new reduction strategies. The Period of performance will be date of award through 9/30/2017. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
