- Request For Information for commercially available off the shelf (COTS) solution for Laboratory Information Management System (LIMS) This is a Request for Information (RFI) notice. It is NOT a solicitation for proposals, proposal abstracts or quotes. The purpose of this notice is to obtain information, for planning purposes, regarding answers to questions the Federal Highway Administration (FHWA), Office of Federal Lands Highway (FLH) has related to commercially available off the shelf (COTS) Solutions for Laboratory Information Management System. We define Laboratory Information Management System (LIMS) as a system to support laboratory processes including test data collection, calculations, reporting, and billing. Additionally, LIMS is further defined as a database for the above, as well as for technician training and equipment calibration and inventory. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Any information provided in response to this RFI may be used by the government and should not be marked proprietary. A firm's response to this RFI will not influence the evaluation of any proposals potentially requested in the future by FHWA for the requisite services. The Government is conducting market research to: • Seek answers to questions FLH has related to available systems and determine if implementing a system/service would be beneficial to the agency; • Determine what sources exist that are capable of providing LIMS; • Determine what features are available within the system; • Determine what level of customization would be required; • Determine the capabilities of potential contractors; • Determine the size and status of potential sources; and • Determine the level of competition.
