Description
THIS ORIGINAL MARKET SURVEY WAS POSTED ON THE FAA'S CONTRACTING OPPORTUNITIES WEBSITE (FAACO.FAA.GOV). IF YOU ARE VIEWING THIS FROM ANOTHER SOURCE, THE INFORMATION MAY NOT CONTAIN ALL PERTINENT INFORMATION. This is a market survey for a project titled: Aerospace Medical Research Division Purchase and Installation of a Universal Load Frame for Research/Calibration. The Federal Aviation Administration (FAA) is conducting a Markey Survey for The Federal Aviation Administration (FAA), Civil Aerospace Medical Institute (CAMI), Aerospace Medical Research Division, Biodynamics Research Team (AAM-632) to identify interested and capable 8(a) sources and/or any other source that can provide all the elements of the attached Draft SOW (Universal Load Frame for Research/Calibration) along with supporting Exhibits and the listed accessories and potential options. The FAA intends to review all responses to this market survey to establish the acquisition strategy in terms of contract type and contract vehicles currently in place with interested sources capable to fulfill all the requirements of the Contract and Statement of Work that will support this effort. The FAA seeks the following information with the interested parties ™ response. Background and Scope of Work: Instrumentation used in dynamic tests of aircraft seating systems must be regularly calibrated to comply with the requirements of ISO 90001:2008 and the FAA AVS Quality Management System. A system that can accurately apply and record the appropriate loads is necessary for calibration of force transducers. Also, some components of aircraft seating systems and the Anthropomorphic Test Devices (ATD) used to evaluate the safety of those systems are not sensitive to loading rate. Therefore, to evaluate these materials, a machine that applies forces slowly is best suited to measure the material response. A universal load frame with a programmable controller can efficiently accomplish both tasks. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time but will issue a formal SIR/RFP once market analysis is complete. Estimated installation (i.e. in service date of September 30, 2017). The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. THE FOLLOWING INFORMATION SHALL BE PROVIDED BY INTERESTED VENDORS: 1.Contractor Size, NAICS Codes and Capability Statement with a detailed narrative that fully outlines and describes how its Universal Load Frame for Research/Calibration System along with its software and integration will meet all the requirements as outlined in the draft SOW. Provide information which fully supports its capabilities. Included should be a listing of at least 3 similar installations within the continental United States. 2.Potential Partnership Agreements 3.Current Contracts (I.E. GSA Schedules; eFAST MOA; Blanket Purchase Agreements (BPA) etc. currently in place or that will be place within the next 60 days). Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Attached is a draft of the Statement of Work (SOW. Respondents are encouraged to review the statement of work. ***NO PHONE CALLS PLEASE*** All responses to this market survey must be received by Thursday, March 9, 2017, 2:00 p.m. CT.
