Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-17-R-0258. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification code (NAICS) is 562111 Solid Waste Collection Services. The Small Business Size Standard is $38.5 Million. This solicitation coordinates with the Sources Sought Notice VA786-17-N-0021 whereas the contractor shall provide all necessary labor, material, equipment and supervision for Refuse Services at Puerto Rico National Cemetery located at: #50 Avenida Cementerio Nacional Bayamón, Puerto Rico 00961-3887 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors will be used to evaluate offers: [1] Technical Qualifications; and [2] Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 23, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals will be due at 2:00 P.M. ET on or about March 7, 2017. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Pre-Bid Site Visit: Potential offerors are urged and expected to inspect and investigate the performance site by observation. Offerors are also urged to submit Requests for Information (RFI) and responses through the Contracting Office to satisfy their understanding of the work to be completed as well as all general, local, and technical conditions that may affect the cost and feasibility of the proposal. In no event shall failure to inspect the site constitute grounds for a claim after award. There is only one organized site visit on February 28 at 1PM (Local Time). If you are not able to attend, you may do a self-guided visit. There will be no Cemetery Personnel available at that time to show you around and you must call the cemetery POCs to make sure he/she knows you will be there. Please do not ask Cemetery Personnel questions if you do a self-guided visit.
