- 24 January 2017 Preliminary RFI for GETS Maintenance Follow-on requirement to contract W31P4Q-15-C-0044 Synopsis: This is a request for information (RFI) only. This is not an invitation for bids (IFB), request for quotations (RFQ), or request for proposals (RFP). This notice is published in accordance with FAR Parts 10.002 and 15.201 in support of market research. No award is intended as a result of this synopsis and unsolicited proposals will not be accepted. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. A requirement has been identified for a contractor to provide the following General-purpose Electronic Test Station (GETS)-1000 field maintenance and logistical support for the US Government (USG). 1. Maintenance, repair and logistical services necessary to support GETS Test Program Set (TPS) development, maintenance and engineering services. 2. Installation, maintenance and repair support for all USG-owned GETS test equipment to ensure a minimum of 90% of the total annual operational hours of 8760 based on 24 hours a day and 7 days a week. 3. On-site services provided at CONUS and OCONUS locations within 72 hours from the time a call for maintenance/logistical support is made to the contractor. 4. The estimated period of performance will begin in fiscal year 2020. It is anticipated that this will be a five year requirement. Interested firms who believe they are capable of providing the above mentioned equipment and services are invited to indicate their interest by providing: 1. Company name, company address, overnight delivery address (if different from mailing address, Cage Code, point of contact, e-mail address, telephone number, fax number). 2. Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) 3. Affirmation of cleared personnel and facilities. 4. A description of your company's expertise in installing, maintaining and repairing GETS test equipment, test accessories and TPSs. 5. A description of your company's capabilities to provide the maintenance and logistical support necessary to ensure a minimum 90% operational availability of all USG-owned GETS test equipment. 6. A description of your company's capabilities to provide on-site service within 72 hours from the time a request for support is received. 7. A description, in general, of your company's approach to meeting the estimated period of performance. All assumptions, including any assumed Government support and Government Furnished Equipment (GFE), shall be clearly identified. All proprietary and restricted information shall be clearly marked. The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information. All responses shall be no longer than 5 pages and transmitted electronically to Contract Specialist, Ms. Cathy Smith, at e-mail catherine.j.smith1@us.army.mil, no later than 5:00 p.m. CST 15 days after publication. No telephone or facsimile requests will be accepted. Responses will not be returned nor will be considered by the Government as offers. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
