Description
The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy’s primary national laboratory for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related to science and engineering, and transfers knowledge and innovations to address the nation’s energy and environmental goals. The campus is managed by the Alliance for Sustainable Energy, LLC. The Alliance for Sustainable Energy, LLC (hereinafter called “Alliance”) has entered into Contract with the Department of Energy (hereinafter called "DOE"), an agency of the U.S. Government (hereinafter called "Government"), for the management and operation of the National Renewable Energy Laboratory (hereinafter called “NREL”). All references to "NREL" in this Sources Sought shall mean the Alliance for Sustainable Energy, LLC. Background: At NREL, the Energy Systems Integration Facility (ESIF) is expanding the cooling capacity of its High Performance Computing Data Center (HPCDC) to support an additional 2.5 Megawatts (MW) of high performance computing. The HPCDC is state of the art and is designed to be one of the most energy efficient systems in the world. Currently, the data center can provide cooling for 2.5 MW of compute load but is designed for future expansion up to a total of 10 MW cooling capacity. The HPCDC at NREL is unique in that it is primarily water cooled and does not use mechanical refrigeration; heat is rejected to atmosphere using a dry cooler and cooling towers. The design for this expansion work effort is complete and ready for construction. Please visit the following links for information related to the HPCDC at NREL: https://hpc.nrel.gov/datacenter http://www.nrel.gov/docs/fy14osti/62298.pdf https://www.nrel.gov/esif/labs-hpc.html Work Scope: The main components of this construction effort are: a) Installation of two new cooling towers and a remote basin. b) Installation for two new fan walls. c) Installation of a new cooling tower/energy recovery system heat exchanger. d) Installation of additional of energy recovery water distribution piping to support new fan walls and future computing racks. e) Pumps, valves, gauges, and meters to support the items listed above. f) Installation of a 120/208V branch panel and 480V UPS distribution panel. g) Installation of branch circuits for new components. h) Control system modification to integrate new component controls with existing data center controls. i) Commissioning of the new components and integrated controls system. Objective: NREL is seeking information from general contractors (Subcontractors) in order to identify qualified candidates to be considered to receive a Request for Proposal (RFP) for construction of a project to expand data center cooling capacity at the Energy Systems Integration Facility located on the NREL South Table Mountain (STM) Campus located in Golden, Colorado. It is anticipated that a RFP will be issued within 60 days from the date of this request. Desired Capabilities: The Subcontractor shall possess the capabilities to provide construction services encompassing project management and supervision, labor, materials, and equipment to modify the existing system and add mechanical components needed to support the expansion. The Subcontractor shall possess the capability to integrate control of the additional components into the existing control system and support commissioning of the integrated system. Because the data center will remain operational during the expansion, the Subcontractor shall be capable of taking all steps possible to maintain cleanliness and minimize impact to data center operations. Qualification/Submission Requirements: Interested subcontractors shall provide up to five (5) examples of successfully completed projects related to data centers or similar critical infrastructure modifications. NREL is seeking information from Subcontractors that can demonstrate their capability to manage lower-tier subcontractors with regards to safety, security, schedule, cost, and administrative requirements. Demonstrated experience in successfully modifying data centers while minimizing operational impacts will be viewed and considered favorably. In addition to the above, interested subcontractors shall provide, if possible, examples of project experience working with state or federal agencies. It is critical for the subcontractors to include in their response to this Sources Sought, demonstration of their approach for contracting with a lower-tier mechanical firm with the capabilities required, procedures and processes to maintain cleanliness during the expansion, and work sequencing techniques to minimize data center outages. Subcontractors with a local business presence (within 90 miles of the NREL South Table Mountain site) are preferred. In response to this notification interested organizations shall:  If not self-performing mechanical effort, provide at least one mechanical subcontractor (firm name, contact name and phone number) that would be used and has demonstrated experience with construction of piping and cooling tower systems.  Provide your past and/or present working relationship with the proposed mechanical firm if it is a subcontractor.  Provide up to five (5) examples of successfully completed projects which show your team’s capability and approach to successfully complete data center or similar critical infrastructure renovations while minimizing the impact to ongoing operations.  If possible, provide a list of government agencies that your firm has contracted with or performed work for that confirms you have experience with their construction management procedures.
