Description
Government responses to RFIs SOURCES SOUGHT SYNOPSIS THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure a U.S. Army Central Command (USARCENT or ARCENT) Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) requirement for Relocatable Buildings (RLBs). The anticipated number of awardees is between three (3) and five (5) vendors (depending on capability, capacity, and delivery). The total expected magnitude of the IDIQ is $250 Million over five (5) years. This Sources Sought Synopsis will be used for market research, including a determination for whether qualified small businesses possess the required capability and capacity to perform. We encourage all capable businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. [22-FEB-2017 CHANGE] Responses will not be shared with Third Parties and will be marked FOUO PROCUREMENT SENSITIVE. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The anticipated NAICS code(s) is/are: 332311, Prefabricated Metal Building and Component Manufacturing. The Small Business Size Standard is 750 Employees. A continuing need is anticipated for RLBs delivered to locations within the ARCENT Area of Responsibility (AOR) consisting of: Afghanistan, Bahrain, Egypt, Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, Syria, Tajikistan, Turkmenistan, United Arab Emirates (UAE), Uzbekistan, and Yemen. These services are currently being fulfilled through individual contracts. The Government intends to reduce administrative burden, standardize RLB requirements IAW existing policy, stabilize pricing, and present available RLB systems (options/configurations) to customer organizations. Non-Developmental item. The RLBs should be non-developmental. Strong preference is for Commercial-Off-The-Shelf (COTS) offerings with a demonstrated, auditable history of performance. Attached is the draft Requirement Description. Qualification. The RLB system must be qualified and demonstrate compliance to the standards contained in the draft Requirement Description. This includes, but is not limited to compliance with Section 1.2 of the attached draft Requirement Description. Proof of qualification should be addressed in the response. Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units. [15-FEB-2017 CHANGE] Please respond to the following questions by March 01, 2017. Failure to answer any of these questions, and attached Questions to Industry, will result in your firm not being considered as part of this market research. In response to this sources sought, please provide a capability statement that entails: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, and (if applicable) a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Provide information in sufficient detail to show experience tailored to the particulars of this effort (indicate whether as a prime contractor or subcontractor) with appropriate documentation supporting claims of organizational and staff capability (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination as it pertains to the draft requirement Description. 4. Provide a list of the contract number(s), dollar value(s), and brief description of work previously or currently being performed, which specifically demonstrates the contractors' ability to successfully satisfy provide RLB systems to customer organizations throughout the ARCENT AOR. 5. Information to help determine if the requirement is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. Preference is for COTS items requiring little to no design effort and a demonstrated history of performance in extreme climates typified by the ARCENT AOR: rugged terrain, high temperatures, high humidity, sand/dust storms, extreme shifts in temperature, and heavy but infrequent rainfall. 6. Identify how the Army can best structure these contract requirements to facilitate competition. 7. Responses to the enclosed "Questions to Industry". 8. The capability statement must be submitted in word or pdf format. No zipped files will be accepted. Telephone requests will not be accepted or acknowledged, and no feedback will be provided to companies regarding their submissions. 9. Responses will be reviewed to identify the firms' capability to fulfill the Government's requirements. Any information submitted by respondents to this sources sought synopsis is voluntary. 10. Submission Instructions: Interested parties who consider themselves qualified to provide the requirement listed above and in the attached draft Requirement Description are invited to submit a response to this Sources Sought Notice/RFI by 10:00 AM EST on 1 March, 2017. All responses under this Sources Sought Notice/RFI must be emailed to MAJ Jeffrey Donaldson at Jeffrey.m.donaldson2.mil@mail.mil and Ms. Ronnie Sandusky at Ronnie.p.dandusky.civ@mail.mil with the subject line RLB IDIQ Sources Sought. 11. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the Regional Contracting Center - Kuwait (RCC-KU) Procurement Chief, Ms. Claudetta "Nikki" Smith at Claudetta.n.smith.civ@mail.mil, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the RCC-KU POC information from the GPE notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
