- PDF Copy of the Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Administration for Community Living (ACL) National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR) intends to sole source to: EIN SOF Communications, Inc. 11601 Wilshire Blvd., Suite 500 Los Angeles, CA 90025-1741 In accordance with FAR 5.207(c), ACL's requirement is described as follows: (1) National Stock Number (NSN): N/A (2) Specification: Support for the White House Lights Camera and Access LCA 2.0 Disability Media Summit (3) Manufacturer: N/A (4) Functional Description: N/A (5) Predominant material of manufacture: N/A (6) Quantity: N/A (7) Unit of issue: N/A (8) Destination information: HHS/ACL 330 C Street, SW Washington, DC 20201 (9) Delivery Schedule: N/A (10) Duration of the contract period: Date of Award through August 31, 2017 (11) Sustainable acquisition requirements: N/A (12) Description of Procedure: This is a pre-solicitation notice of intent to sole source. This is not a solicitation for competitive proposal. No solicitation document is available. The anticipated award date is no later than February 28, 2017. (13) Architect-Engineer Project: N/A (14) Trade Agreement Clauses: N/A (15) Sole Source Justification: The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Administration for Community Living (ACL) National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR) intends to sole source to: EIN SOF Communications, Inc. 11601 Wilshire Blvd., Suite 500 Los Angeles, CA 90025-1741 NIDILRR is requesting funds to support the White House Light Cameras Access 2.0 Disability Media Summit. NIDILRR's focuses is employment of people with disabilities and knowledge translation and utilization along with information dissemination. In support of the Summit, NIDILRR would reach greater heights in the improvement of people with disabilities in the realm of media and communications. This connection would be a spotlight to provide greater opportunities and job placement for individuals within the disability community. EIN SOF Communications and LCA2.0 coalition partner objective is to eliminate "headwind" barriers in education and pre-employment training to transitioning youth and veterans as they conceptualize, plan, and ultimately pursue career exploration, development and advancement in all forms of media - TV, movies, advertising, theatre, news and interactive platforms. In addition, LCA 2.0 is designed to create "tailwinds" that form the foundation for national research on both sides of the employment equation, for knowledge translation and utilization, and information dissemination to propel increased employment and improved disability portrayals that ultimately shatter myths that preclude full inclusion. Each of these benefits is consistent with NIDILRR's mission and is response to NIDILRR's statutory charge. EIN SOF Communications is the sponsor of this summit and the information that this summit provides along with findings and summaries are not found elsewhere. EIN SOF Communication is the only vendor that can provide this service and complete the work proposed under this contract. (16) This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement.
