Description
The NATO Support and Procurement Agency (NSPA) intends to issue an Invitation for Bids (IFB) for the provision of vehicle maintenance ramps and workshop tools. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, etc.) in the United States 2) be pre-approved for participation in NATO International Competitive Bidding (ICB) 3) be nominated to the bidders list by the U.S. Government 4) be registered in the NSPA Source File: https://eportal.nspa.nato.int/Registration/OnlineRegistration.aspx?lng=en The Department of Commerce will be using IFB-5HQ27010-2 as its reference for this project. SUMMARY DESCRIPTION A. GENERAL NSPA has been designated as Host Nation for the acquisition of CP project 5A0156 "Provide NATO with Equipment for Deployable HQ" serial 2003/5HQ27014. Due to the specificity of the requirement, one IFB with two lots will be issued. Firms may bid for one or both of the following: 1. Lot 1 - Vehicle Maintenance Ramps 2. Lot 2 - Workshop Tools The following information contains excerpts from the Statement of Work (SOW) that will be released during the ICB process. B. Project Objectives The Contractor shall furnish NSPA with the following equipment: 1. Lot 1 - Four (4) sets - Vehicle Maintenance Ramps; plus two (2) in OPTION 2. Lot 2 - Twelve (12) sets - Workshop Tools [four (4) electrical; four (4) vehicle; four (4) generic] The equipment will be used to provide NATO military personnel with the capability to service and maintain deployed assets in the field. The vehicle ramps are to raise the front axle of the vehicle for inspection of the undercarriage of a wide range of military vehicles. The workshop tool kits are to be fully furnished so as to provide electricians, vehicle mechanics, etc. with the equipment needed to carry out their daily tasks. The equipment will be delivered to NSPA Southern Operations Center (SOC) Taranto, Italy. The equipment will be used within a wide range of geographic environments and climatic conditions with operating temperatures ranging between -32°C and +49°C. Accordingly, the equipment is expected to be robust and of high quality. C. Particular Technical Requirements 1. Vehicle Maintenance Ramp: 1.1 To support maximum front axle weight of 7500kg; 1.2 To support a variety of military vehicles, ranging from trucks to SUV type vehicles; 1.3 Lightweight for ease of assembly. 2. Workshop Tools: 2.1 Each set to be stored in a robust tool lockable box; 2.2 Instruments shall be made with metric measurements. D. Logistic Support Elements High quality documentation for spares, assembly, and maintenance is required as well as barcoding of the deliverables. E. SPECIFIC TERMS AND CONDITIONS a. Delivery due 4 months to 6 months after contract award. b. No partial offers within the lots will be entertained. c. Offers for follow-on services (maintenance) shall be provided by Bidders as an OPTION. d. Requests for requirements in OPTION are included. e. Requirement for ISO and AQAP Quality Assurance are included. BIDDING PROCEDURE NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or reference number of the project - the name/phone/FAX/email of your company's point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved prime contractor to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by: 20 March 2017 NSPA intends to issue the IFB to firms on its bidders list at a date yet to be determined, but not before 23 March 2017. The bidders will be allowed no fewer than 42 calendar days to reply to the relevant IFB.
