Statement of Work Drill Floor Layout STATEMENT OF WORK (SOW) FOR CUSTOMIZED MULTIPURPOSE GYM FLOORING 1. The Montana Army National Guard has a need for a versatile multipurpose gym athletic flooring to safely perform physical fitness. The athletic safety floor must meet the following requirements: a. Customized Multipurpose Indoor Gym athletic tile style flooring. Located at 2915 Gabel Road in Billings Montana. Current floor is a buffed concrete. b. Athletic safety floor must meet the following size speciation: 1. 93 Feet Long 2. 53.5 Feet Wide c. Composed of polypropylene high impact copolymer with rubber underlayment, indoor court system, the tiles produce a slight give that protects knees, ankles and joints from stress, without an increased risk of injury. d. Load bearing capacity of greater than 185 lbs. per square inch. Rolling load greater than 18,032 DIN. Tensile Yield Strength greater than 3,300 per square inch. The indoor court system must be comparable to playing on hardwood. The flat, smooth surface means that balls will bounce the same way at every point of the tile and will not die near suspended ridges. e. Clip or snap together tiles, to facilitate removal if required by mission or special armory use is preferred but quotes with permanent seamless style flooring will be accepted. f. Floor will have multi-sport lines painted on, with Basketball and the addition of Cross-Fit Lines and Volleyball lines. 1. Court will be Graphite in color 2. Key will be Burgundy in color 3. Lines will be White in color 2. Quote Instructions: a. Line one will have the cost of the tile and other needed materials. b. Line two will have to optional cost of the outline of the State of Montana painted in the middle of the circle at the half-court line a. Color will be Burgundy c. Line three will have the optional cost of installation. a. If flooring is self-install and installation can be done by the customer, a minimum of one operator's instruction manual shall be delivered with the floor and will contain information on maintenance requirements and installation instruction. d. Basis for award and Contract Type - The Government will award Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: Price and meeting the specifications listed above. If quotes from offerors are found to be within the specifications, price will be the determining factor. Further guidance can be found in Federal Acquisition Regulation (FAR) 15.101-2. The following is a link to the Federal Acquisition Regulation http://farsite.hill.af.mil/ e. Price must include shipping to Billings, Montana. Award will not include a separate CLIN for shipping. Please verify that quoted price includes shipping. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. f. Invoicing and will be through WAWF at https://wawf.eb.mil/ and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS). g. This is a total small business set aside under the NAICS code 321918. h. Prior to Contract award the business must be registered in System for Award Management (SAM). Registration is free and assistance can be provided by the Montana PTAC. http://www.montanaptac.org/. If registration is not in progress or sufficient progress is not made in a timely manner the business may be deemed technically not acceptable for contract award i. New equipment ONLY; NO remanufactured or "gray market" items. j. All applicable FAR, DFARS & AFARS clauses and provisions apply to this RFQ. k. This solicitation uses the following provisions: 52.217-4 and 52.217-7. l. Prices must be held for a minimum of 30 days following the close of this solicitation.
