- Please be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes. In accordance with FAR 13.106-1(b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available." Thus, FEMA intends to issue a sole source award based on the authority at FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." FEMA intends to award this purchase order to FastLane Emergency Vehicles (a.k.a. Autolycus Industries Inc.) DUNS # 016641222 for the purchase of parts and services to install Emergency LED lights and sirens into four (4) of FEMA's Government-owned Chevrolet Tahoes. The vendor noted above is located within 15 miles of the Mt. Weather Emergency Operations Center (MWEOC) and therefore, the time, personnel and distance to transport the vehicles to and from the vendor's facility will be greatly reduced compared to that of other vendors discovered during Market Research. The location of the vendor also allows for the vehicles to be placed back into duty in a much faster capacity in comparison to other vendors. FastLane is capable of providing the parts and services required, however, if any other vendor feels they are capable of equally providing the parts and services necessary, they are encouraged to contact Kevin Hennigan via email at kevin.hennigan@fema.dhs.gov or by phone at 540-542-2303, no later than March 1, 2017. Capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government and FEMA.
