Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR INFORMATION AND PLANNING PURPOSES ONLY. THE SUSPENSE DATE FOR SUBMISSION OF CAPABILITIES PACKAGES IS 1:00 PM (EDT) 24 MARCH 2017. THIS IS NOT A NOTICE OF RFP ISSUANCE. The United States Air Force, Life Cycle Management Center LCMC/Operational Contracting Division, Wright-Patterson AFB OH, anticipates a competitive acquisition to perform systems/modular/ freestanding furniture maintenance services base-wide. Services to include up-to-date automated inventory and control of installed and warehoused assets by organization, purchase of supplementary components/materials, storage and automated warehousing and transportation, turn-in of damaged or unwanted furniture, quality control, furniture lay-out (computer aided design/redesign with automatic take-off capabilities), relocation and installation of movable wall and associated product, heating ventilation and air conditioning and fire suppression modifications, maintenance and repair labor to include panel and product cleaning, and transportation at Wright-Patterson Air Force Base, Ohio. AFLCMC/PZIO is seeking potential sources including small businesses, 8(a), HUBZone, Service-Disabled Veteran-Owned, and Economically-Disadvantaged Women-Owned small businesses that are capable of providing the furniture services stated above. The North American Industry Classification System (NAICS) code is 561210, Standard Industrial Classification (SIC) code is 8744 (size standard $38.5M). This Sources Sought Announcement issued for market research purposes. A Draft Performance Work Statement (PWS) can be found at Attachment 1, and is provided strictly for information and planning purposes. A finalized PWS will be provided if and when a synopsis is issued. This Sources Sought does not constitute a solicitation and is not to be construed as a commitment by the Government. Contractors shall be able to demonstrate to our complete satisfaction that they are fully aware of all factors involved in this service contract. Contractor must be able to document the following: a. Clearly describe your background and experience, within the past 3 years, with a computer hardware/software program (Project Matrix for Auto CAD or equal) to perform computerized (installed and warehoused) inventory, computer aided design, automated take-off function, and report generation. Include experience using software that tags and holds inventory immediately as design changes are accomplished and adjusted, and assets are moved into and out of the warehouse. b. Clearly describe your capabilities, within the past 3 years, in providing design/redesign of systems furniture layouts, preparing facility analysis data and component elevation specification IAW Air Force and other government regulations in various paragraphs of the the PWS, using qualified professional interior designers and maintaining an updated, automated master copy of all furniture layouts (design and redesign) by various organization in a timely manner. c. Clearly describe your capabilities, within the past 3 years, in providing relocation (disassembly/assembly) of complete workstations or systems/modular furniture components, including freestanding furniture and movable wall with associated product to include installation, teardown, and reconfiguration. d. Clearly describe your capabilities, within the past 3 years, in providing a sufficient number of qualified employees to inspect and repair systems/modular and freestanding furniture. e. Clearly describe your capabilities, within the past 3 years, in storing, warehousing, and transporting uninstalled systems/modular furniture, components, parts and assemblies and freestanding furniture that is not in use by using organization and tracking warehoused assets on a fully integrated automated inventory program and computer. f. Clearly describe your capabilities, within the past 3 years, in coordinating and scheduling work prior to performance after receipt of a properly completed service order and final inspection and acceptance of work. g. Clearly describe your capabilities in providing a management information system and procedures and methods of record keeping that will provide an audit trail for delivery order records, control and processing of incoming and outgoing materials, and tracking government furnished facilities, property and materials. h. Provide any other information you think we need to evaluate your capabilities. CAPABILITIES PACKAGE: PLEASE ADDRESS ALL AREAS. All interested firms shall submit a capabilities package that outlines their firm's capabilities in providing all of the above-mentioned services. Contractors are required to provide all management and labor required for the operation and management of the functions listed. If subcontractors are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities packages should be brief and concise, yet clearly demonstrate ability to meet the stated requirements. Previous experience in all areas shall be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response shall not exceed 20 single-spaced, 10-point typed pages.
