Item List NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Microsemi of San Jose, CA to furnish (see attached item list). The North American Industry Classification System Code (NAICS) for this requirement is 334519 with the size standard of 500 employees. The Federal Supply Code (FSC) is 5860. Microsemi (formerly Symmetricom), is the sole designer, developer, and integrator of the low phase noise (LPN) MHM 2010 active hydrogen maser frequency standard. The LPN-MHM 2010TM is the only commercially available active hydrogen maser with stand-alone cavity switching auto tuning manufactured in the U.S. This technique enables the LPN-MHM 2010TM to deliver long-term frequency stability normally only attributed to the most stable cesium atomic standards. LPN-MHM 2010TM is the world's most widely installed active hydrogen maser for applications that require extreme frequency stability, low phase noise and long service life. Combined with Microsemi components for on-time time and frequency transfer over single mode optical fiber, the complete package is the most effective commercial solution for time and frequency generation and interfacility time and frequency transfer and distribution. As a result, Microsemi is uniquely qualified to provide the complete hardware components required for generating and providing extremely stable time and frequency reference signals and delivering them to remote ultra high precision laser systems. Microsemi is also the only known U.S. based firm that possesses the technical data, drawings, and specifications necessary to fulfill the Government's requirements, especially with respect to the active hydrogen maser technology. Given Microsemi's involvement with the design, development, qualification, manufacturing, and continuing improvements of the LPN-MHM 2010TM, Microsemi has the original design intent, original engineering drawings, and the most recent design changes to extremely stable time and frequency solutions readily available to them. In addition, Microsemi developed much of the technical data, along with material, and manufacturing processes required to perform these services and/or hardware. This privately developed data, along with the corporate expertise are the sole property of Microsemi. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
