- Synopsis for Office of Vehicle Safety Compliance (OVSC) Motor Vehicle Import Information (MVII) Operations, Technical, and Customer Services Support UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT) NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2217R00032 Office of Vehicle Safety Compliance (OVSC) Motor Vehicle Import Information (MVII) Operations, Technical, and Customer Services Support Introduction The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes. The agency develops, promotes, and implements effective educational, engineering, research, safety standards and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The National Highway Traffic Safety Administration (NHTSA), Office of Vehicle Safety Compliance (OVSC) requires professional technical support for its operations and business processes that involve monitoring the importation of motor vehicles and motor vehicle equipment and ensuring compliance with applicable motor vehicle standards and regulations. This support effort shall provide OVSC with trained professionals and support staff to maintain the data entry and reporting requirements associated with the implementation of OVSC's importation monitoring and enforcement programs. These requirements include: data examination, data entry, data quality assurance, document cataloging and preparation for archiving, and reporting. The support task functions to be performed under this Statement of Work (SOW) will include: data administration; customer support; data entry; filing, mailing and other data management and support duties; and modification of the MVII operating system, data entry and retrieval screens, and database as well as associated change management documentation. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation DTNH2217R00032. NHTSA intends to issue a solicitation for a Total Small Business Set-aside to provide operations, technical, and customer services support to maintain the importation program monitoring and enforcement effort and to obtain professional consultation to assist OVSC in the development and implementation of new importation related business processes as well improve current business procedures. Contract Type and Period of Performance NTHSA intends to award one Cost Reimbursement contract, in accordance with 6.2. The applicable NAICS code and size standard for this acquisition are as follows: 541611 (Administrative Management and General Management Consulting Services) and not greater than $15.0M. The anticipated period of performance is one (1) base year and four option years to be exercised at the government's discretion. The maximum total period of performance will be for five (5) consecutive years if all options are exercised. Scope of Work The objectives of this acquisition are to: •1. Effectively maintain and enhance OVSC's importation programs and services through annual planning and resource allocation support. •2. P rovide OVSC with responsive and high quality onsite direct technicians who fully meet OVSC's customer service expectations. •3. Provide timely high quality document and database records to OVSC customers and staff. •4. Provide timely high quality responses on behalf of the OVSC to registered importer (RIs), manufacturers, and other OVSC customers, including the general public. Offerors may be required to have an approved accounting system to be eligible for award of Cost Type contract. Note: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This soliciation will be issued on or about April 22, 2017. The anticipated award date is September 30, 2017.
