Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Telops USA, Inc., 8951 Early April Way Unit C, Columbia, MD 21046-2420, as the only responsible source that can provide data collection using longwave infrared hyperspectral camera to image chemical releases. Data Collection using Longwave Infrared Hyperspectral Camera (LWIR) to Image Chemical Releases is required to be performed from 3 March 2017 - 31 July 2017. The service consists of two tasks: 1. Collection of LWIR hyperspectral image data during chemical release scenarios. 2. Validation of acquired data. Specific reasons that limit the availability of this service to a sole source are: • The contractor shall use a contractor-supplied LWIR hyperspectral imaging instrument to collect multiple images of ERDC-supplied internal chemical releases under varied conditions. • An interferometric (e.g. FTIR) instrument as opposed to an energy-dispersive device (e.g. pushbroom) has major multiplex and throughput advantages vastly improving y-axis performance needed for imaging these chemical releases with environmental backgrounds. • In addition along the x-axis the wavelengths are much more accurate due to the continuous internal calibration and lack of crosstalk/straying, and can also be much more precise. • The instrument should be capable of achieving 4 nm resolution at 10 µm wavelength with up to hundreds of hyperspectral bands throughout the 8 - 12 micron range. • For our purposes it is essential to also have software-adjustable resolution. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541990 with a Small Business Size Standard of $15M. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
