- Questionnaire The U.S. Coast Guard (USCG), Surface Force Logistics Center, (SFLC) is issuing this Request for Information (RFI) to identify the authorized distributors/dealers and service facilities of the Original Equipment Manufacturer (OEM) for Twin Disc who can perform the overhaul/repair, testing, preservation and packaging of Twin Disc reduction gear, models MG-507A1 and MD-5114SC. The parts used and the service performed in the overhaul/repair of the reduction gears must meet the specifications and standards to ensure conformance to original form, fit and function and must be compatible and interchangeable with the existing equipment. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This does not commit the Government to contract for any supply or service whatsoever. Further, the USCG, SFLC is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to the RFI. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future, RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI. Twin Disc is the OEM of the reduction gear models MG-507A1 and MD-5114SC installed on the 49' Buoy Stern Load (BUSL) and the MG-5114SC installed on the 45' Response Boat Medium (RBM). Twin Disc is the only source to possess the original drawings and proprietary information. The parts are the proprietary commercial items of the OEM. The USCG does not possess and did not purchase the reproduction manufacturing drawings, specifications and any of other technical data to parts or repair of the gears and therefore, they are controlled by and remain the sole property of OEM. The NACIS Code is 811310. Questions in regard to the RFI shall be in writing. The Government will not respond to telephone inquiries. Questions must be sent via email to Allen.A.Tillman@USCG.Mil. The subject line of the e-mail must reference the RFI# and must be received by the Government not later than 3:00 p.m. on 2/24/2017. Responses to questions will be posted via FEDBIZOPPS as an amendment to the RFI. Interested Contractor shall complete the Market Research Questionnaire, Attachment A and submit their response by 3:00 p.m. on 2/28/2017 to the Procurement Official via e-mail. The subject line shall reference the RFI# HSCG40-17-I-53004.
