Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, in Patuxent River, Maryland, in support of PMA 264 P-8A Aircraft Platform, intends to negotiate an order under Basic Ordering Agreement N00019-16-G-0001 on a sole source basis with The Boeing Company, 5301 Bolsa Avenue, Huntington Beach, CA 92647. The contract action is for the manufacturing of Acoustic Processor Media Unit for the P-8 Aircraft, quantity four (4), NSN 1680016433222, P/N 23503-512-11 to include labor, material, and facilities as may be required. The Boeing Company, as the original equipment manufacturer (OEM), is the only known source with the requisite knowledge of the design, technical data, fabrication, performance and operational characteristics of the NRP (Non-consumable Replacement Part), Acoustic Processor Media capable of meeting existing P-8A aircraft requirements. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company developed the NRP, Acoustic Processor Media at private expense and therefore owns the proprietary rights to the design and technical data and is therefore the sole entity that can provide this equipment. Procurement of items that are not form, fit, functionally identical, and approved for use on the P-8A by The Boeing Company (Seattle - integrator for the P-8A) and P-8A community will result in waste and cause significant delay to P-8A operations and deployments due to the lengthy test, evaluation, and qualification processes that will be required to accommodate a new piece of equipment. The estimated period of performance for this acquisition is 12 months. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 17:00PM Eastern Time on March 9, 2017. The applicable NAICS code for this requirement is 336413 - Other Aircraft Engine and Engine Parts Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
