Description
Appendix A - Depiction of the Property Amendment 0001 Final RFQ for Edwards AFB EUL Amendment 0001 Edwards AFB FBO Synopsis Amendment 0001 Amendment 0001 includes changes to the following: (1) Section 2.0 Existing Conditions (c) The Government initiated a preliminary Environmental Impact Statement (EIS) pursuant to applicable National Environmental Policy Act (NEPA) regulations and Air Force Environmental Impact Analysis Process (EIAP) regulations and incorporating an Environmental Impact Report (EIR) pursuant to California Environmental Quality Act (CEQA) regulations based on past site development plans that did not materialize. The preliminary EIS and EIR will not be finalized until the Government selects the Qualified Lessee(s) and proceeds with negotiations. The Government may release studies, reports and analysis from these preliminary documents for situational awareness only. Notwithstanding the forgoing or anything herein to the contrary, Proposed Lessees shall rely solely and exclusively on their own independent investigation and due diligence in determining whether the Property is suitable for their proposed use. (2) Section 2.0 Existing Conditions (d) If not previously completed, the Qualified Lessee(s) shall be responsible, at its own expense, for preparing an environmental analysis to the satisfaction of, and to be signed by, the Government of the reasonably foreseeable environmental impacts associated with the Qualified Lessee's proposed use of the Property, as required by NEPA regulation published by the Council on Environmental Quality (CEQ) at 40 C.F.R. Parts 1500 to 1508, regulations published by the Government at 32 C.F.R. Part 989 and applicable CEQA regulations published at Public Resources Code (P.R.C.) Division 13, Environmental Quality 21000-21189.57. The Qualified Lessee(s) must complete its environmental analysis and the Government must fully comply with NEPA prior to entering into and executing a Lease. (3) Appendix A, Depiction of the Property (New illustration/map) For this solicitation for proposals from private and/or public entities interested in entering into a long-term ground lease agreement for all or a portion of an approximately 3300 acre contiguous parcel on the perimeter of Edwards AFB, CA for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the property for commercial (non-Air Force) use and operation. Request for Qualifications (AFCEC-17-R-0002) illustrates and describes the available property, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government's notional requirement to optimize the value of this underutilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC 2667. This is not a FAR solicitation for products and/or services. The Government will not reimburse respondents for any costs incurred in preparation of a response to this solicitation or attending the Industry Day. Interested sources should prepare and submit their responses, proposals and supporting information in accordance with AFCEC-17-R-0002. Responses are due no later than 5:00 PM Central Time on 15 March 2017.
