Request for Information (RFI) for a Mounted Machine Gun Optic (MMO) - February 21, 2017 Response requested by Tuesday, February 28, 2017 @ 3pm EST. OVERVIEW The U.S. Army, Army Contracting Command Picatinny, on behalf of the Product Manager Crew Served Weapons (PM CSW), located at Picatinny Arsenal, NJ is conducting a market survey to identify potential sources capable of manufacturing a day view Mounted Machine Gun Optic (MMO) - a selectable or variable magnification that provides the soldier with the capability to quickly and effeciently switch from a 1x viewing window to a magnified optic while maintaining control of the host weapon to achieve faster target acquisition times and increase first burst probability of hit (P(h)) for machine gunners firing from vehicle mounted platforms. Vendor Questionnaire: Part 1 - All Vendors: Identify which weapon platforms (M240B/H/L, M2/M2A1 and/or MK19) your product proves a solution for. - If your product does not provide a solution for the MK19, identify lead-time on developing a MK19 MMO solution, to include bracketry/mounting if not intending to utilize government bracketry solution. - If your product does provide a solution for the MK19, does it have an integrated laser range finder (LRF)? If not, identify lead-time on developing an integrated LRF solutions for the MK19 MMO. Part 2 - Only New Vendors need to submit the following (in addition to part 1 above): The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satsify the above requirements by identifying the following items: 1. Company Name 2. Company Address 3. Company point of contact and phone number 4. Major partners or Suppliers 5. The North American Industry Classification System (NAICS) code. Is your business considered a small business based on your NAICS Code? 6. Commerciality: (a) Our product as described above, has been sold, leased or licensed to the general public. (b) Our product as described above has been sold in substantial quantities, on a competitive basis to multiple state and local government. The development of the product was done exclusively at private expense. (c) None of the above applies. Explain: 7. Location where primary work will be performed (if more than one location, please indicate the percentage for each location). 8. Identify manufacturing, managing and engineering experience of like items of equal or greater complexity. 9. Identify existing facilities, equipment and workforce (identify what percentage would be supporting this new effort and what additional resources would be required). 10. Identify lead-time, including supplier/design qualification efforts and production ramp up time, to meet full capability for production and sustainment. 11. Please provide rough indication of pricing and any pricing data. 12. What is the earliest anticipated time frame hardware can be availablePlease provide an indication of any issues or concerns with having hardware available in the October 2017 time frame. 13. Please provide any comments or concerns with the performance requirements. Response - Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and other technical data as well as identification of current customers and rough indication of pricing. Any pricing data should be sent, if available, and at NO COST to the US Government. This request for information (RFI) is for planning purposes only and should not be construed as a Request for Proposal or as a committment by the U.S. Government. Responders are advised that the U.S. Government will not pay for any information, sample hardware or administrative costs incurred in the response to this RFI. All costs associtated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or other solicitation (if any are issued). Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or Government use of such information. The information provided may be used by the Army in developing its Acquisition Strategy, Performance Work Statement and Performance Specification. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to same. The information provided herein is subject to change and in no way binds the Government to pursue any course of action described herein. Interested companies are requested to submit a capabilities statement of 2-8 pages via e-mail by Tuesday, February 28, 2017 @ 3pm EST. The Point of Contact is Daniel L. The Government is not obligated to notify respondents of the results of this survey. No phone calls will be accepted, all requests need to be submitted via email.
