Description
Fed Relay RFI Individuals, firms, or organizations with a desire to inform the provisioning of Federal relay telecommunications services are invited to reply. The Federal Relay program aims to provide services, technologies, and solutions which provide the greatest practical "functional equivalency" for deaf or hard-of-hearing individuals doing business with, or working on behalf of, the Federal Government. As a provider of Relay services for the Federal Government, Federal Relay managers are seeking to inform future acquisition strategies to accommodate user preferences, industry developments, market trends, and new technologies. Respondents are invited to submit their opinions, observations, and questions on the following topics: User Preferences: GSA is seeking information regarding user experiences and preferences for telecommunications relay services; trends in usage and demand; common issues and challenges end users face; and any other insight and information related to customer/end-user experiences, perceptions, needs and requirements. Industry/Market: GSA is seeking information about the commercial relay market to inform future decision-making on how the Federal Government might best provide Relay services and solutions which offer functional equivalency and security consistent with current industry standards and pricing structures. Respondents are invited to comment on industry trends; promising technologies; innovations; adaptations; user preferences; and pricing and regulatory structures including entry barriers, regionalization, market segmentation, and tier discounts. Acquisition Strategies: GSA is seeking information and ideas to inform decisions on relay acquisition strategies and best practices which recognize GSA's statutory obligation to maximize competition, encourage small business participation, and ensure fair and reasonable pricing. Consideration will be given to responses which weigh into acquisition planning on such matters as CLIN structures, performance periods, sourcing (including avenues for small business participation), service levels, award criteria, billing models, quality control, industry certifications, security processes, and any strategy options that maximize efficiencies and cost savings. Respondents are asked to provide a point of contact as well as any pertaining company name and DUNS#. Please indicate if your firm maintains a current record in SAM.
