- This amended Sources Sought modifies the capabilities statement number four (4), informs interested parties of deliverables if an award is made from a solicitation, and informs interest parties of possible conflicts of interest. The Capabilities Statement (due March 20, 2017, 4:00 PM Eastern Time) number four (4) will now read: 4. A summary describing at least three (3) projects completed in the past five (5) years that demonstrate your company s personnel experience: Provide at least five (5) completed lease projects in the past five (5) years that demonstrate experience with federal government leases of at least 15,000 Net Usable Square Feet (NUSF). If no federal Government leases experience provide at least three lease projects for medical related space of at 15,000 NUSF. Provide at least three (3) completed federal land acquisitions projects in the past five (5) years. Provide at least five (5) completed due diligence on either federal government lease or land acquisitions. Deliverables for Contract: There are five training classes required for deliverable if DVA determines to solicit for a new broker procurement. These training classes are: Lease Acquisition Training, Cost and Price Analysis for leases, Real Property Lease Law, Techniques in Negotiating Federal Real Property Leases, and Fundamentals of Appraisal Course. Possible Conflict of Interest: Interested parties understand that the determination of acquisition strategy lies solely with the Government. All firms are cautioned to review the restrictions of FAR 9.5 Organizational and Consultant Conflicts of Interest. Any firm that submits a proposal as a result from a request for proposal (RFP) for these services will be restricted from participating in any other contract, subcontracts, and task order for that particular project. To mitigate potential organizational conflicts of interest, Contractors who provide support services to the Office of Real Property will not be accepted in order to prevent unfair competitive advantage.
