Description
SBU DESCRIPTION OF PROPOSED WORK: This is a synopsis for providing construction services for the Wallace F. Bennett Federal Building Modernization Construction Project located in Salt Lake City, UT. SCOPE OF SERVICES: The General Services Administration (GSA) intends to modernize portions of the basement, 3rd, 5th, 6th, and 7th floors of the Wallace F. Bennett Federal Building to house Federal tenants, who are currently located in a leased property in the Salt Lake City metropolitan area. The project site is within the existing 8 story above grade Wallace F. Bennett Federal Building located at 125 S. State Street, Salt Lake City, UT, prominently situated at the corner of South State Street and E 100 S Street. The 391,720 gross square foot property includes space for over 600 employees from 24 federal agencies. The building was originally constructed in 1965 with a major seismic upgrade which was completed in 2001. This building has been determined ineligible for nomination to the National Register of Historic Places. Consultation with the State Historic Preservation Office and GSA Center for Historic Buildings is not required as part of this project. The impetus for this project is to support GSA’s mission to reduce government leased space and back-fill space in federal properties. This project’s investment will construct new office space and a data center for Federal tenants, allowing them to relocate into the Wallace F. Bennett Federal Building (FB) from their current leased location. This project will construct new office space on floors 6 and 7, warm lit shell space on floor 5, joint use conference space on floors 2 and 5, storage and computing space in the basement, and a renovation of the public restrooms on floors 5, 6, and 7. In total, this project will modernize approximately 100,000 sf of space within the existing federal building. This project’s funding does not include agency relocation costs or purchase of FF&E. The Government will be using a brand name product to fulfill a portion of the construction requirements through a subcontract for the brand name product under the General Contractor. The requirements call for a subcontract to DIRTT Environmental Solutions, LTD. through one of its approved affiliated companies located at 249 South 400 East, Salt Lake City, UT 84111. Estimated Price Range: The estimated construction value is between $10,000,000 and $15,000,000. NAICS Code and Title: The North American Industry Classification System (NAICS) code for this procurement will be 236220. The Small Business Size Standard is $33.5 million. TYPE OF SETASIDE: There are no set asides for this acquisition. LOCATION OF THE WORK: 125 S. State Street, Salt Lake City, UT TENTATIVE DATES: TENTATIVE DATES ARE PROVIDED FOR INFORMATIONAL PURPOSES ONLY. Issuance of Solicitation: April - May 2017 Proposals Due: June - July 2017 Award Date: An award of the construction services contract is anticipated between July– August 2017. A notice to proceed is anticipated within 30 days of award. Period of Contract Performance: The estimated construction duration is approximately 15 months after the issuance of the notice to proceed. PROCEDURES FOR AWARD: A solicitation will be issued requesting both written technical and price proposals. The Government reserves the right to award without discussions. Award will be made upon the basis of Best Value Methodology. Award of the contract will be made to the Offeror whose proposal represents the best value to the Government PLAN AVAILABILITY: The Solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. All documents are subject to SENSITIVE BUT UNCLASSIFIED (SBU) document procedures. Specifications and drawings will be issued on a compact disc and sent to interested offerors after the solicitation has been posted. In order to obtain these plans, offerors must submit two items: (1) a completed "Request for Sensitive but Unclassified Building Information" form (attached), AND (2) a copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business. ELIGIBLE OFFERORS: All responsible firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management (SAM) in federal solicitations as a part of the proposal submission.
