- The US Fish and Wildlife Service (USFWS), National Conservation Training Center (NCTC) in Shepherdstown, WV intends to award a purchase order to FISCHMAN, ROBERT to teach and develop instructional modules/materials about the National Wildlife Refuge Improvement Act of 1997 for the Spring and Fall Refuge Management Academies, the Advanced Refuge Management Academy and the Refuge Improvement Act Course. The Refuge Improvement Act class is designed to refuge management and support staff with an understanding of the Refuge Administration Act and the National Wildlife Refuge System Improvement Act of 1997 to implement its provision in a consistent manner throughout the system. NCTC conducts two Academies for National Wildlife Refuge System (NWRS) employees. The Refuge Management Academy (WLD4307) is designed to provide entry-level refuge staff with an overview of the programs, policies, and legal mandates directing the operation of the NWRS. The Advanced Refuge Management Academy (WLD4308) will prepare experienced refuge staff to manage strategically, enhance decision-making, minimize risk, and maximize management outcomes. The National Wildlife Refuge Improvement Act of 1997 (Act) provides the legal foundation for many of the policies and regulations that guide administration of the NWRS. Because its scope is so far-reaching, all NWRS employees benefit from having a solid understanding of the various provisions of the Act. Both Academies include sessions that provide detailed overviews of the Act (e.g., background, related case law, and changes in policies). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This notice of intent is not a request for competitive proposals, however, all proposals received within 15 days after the date of publication of this notice will be considered by the USFWS. A determination by the USFWS not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the USFWS. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
