- N00164-16-G-JQ87-0005 - SOLE SOURCE - TARGETING SIGHT SYSTEM (TSS) DEPOT SUPPLY AND SUPPORT - FSC 5855 - NAICS 334511 Anticipated Issue Date: 21 FEB 2017 - Anticipated Closing Date: 31 MAR 2017 - 2:00 PM EST Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) or multiple Job Orders under Basic Ordering Agreement (BOA) N00164-16-G-JQ87 with Lockheed Martin Missiles and Fire Control, Orlando, Florida. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. As the sole designer, developer and manufacturer of the TSS, Lockheed Martin is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to neither supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements. The maximum order value of BOA N00164-16-G-JQ87 will remain unchanged. The anticipated JO or JOs is/are to procure the following Target Sight System (TSS) depot supply and support: TSS lay-in spares with an estimated amount of $9,000,000 TSS units with an estimated amount of $7,000,000 TSS Shop Repairable Assembly (SRA) repair and spare support with an estimated amount of $4,000,000 TSS aircraft simulators with an estimated amount of $2,000,000 TSS technical data package for depot activation with an estimated amount of $1,000,000 The request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Lockheed Martin through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 30 SEP 2017. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
