Description
JSMC Facility Operation Sources Sought Purpose: The Program Executive Office Ground Combat Systems (PEO GCS), Product Director Main Battle Tank Systems (PD MBTS) is seeking feedback from potential vendors interested in operating the Joint Systems Manufacturing Center (JSMC) at Lima, Ohio. Background: The facilities include 369 acres, 51 buildings with over 1.6 million square feet of manufacturing space, a two mile test track, 4.5 miles of railroad, a steam plant, a deep water fording test pit, test slopes, and a vehicle painting facility. Current production activities include Heavy Combat Vehicle manufacturing and assembly (Abrams Tank, Stryker Combat Vehicle, Namer Combat Vehicle, etc.), all currently performed by the current facility operator and sole tenant. The current facility operator will continue to operate and maintain some portions of the facility through September 2018 (at a minimum). Scope of Work: The scope of work may include grounds and facilities maintenance, equipment maintenance and operation, oversight and execution of capital improvement projects, business development, supporting United States Government (USG) personnel on site performing periodic work duties, coordinating site visits of distinguished USG personnel, and overall facilities operations coordination. The facility operator will be responsible for ensuring uninterrupted USG production of Heavy Combat Vehicles while marketing, developing, and executing business arrangements to attract additional tenant activity in the JSMC facility. Responses: PD MBTS is hereby seeking information from interested parties to perform non-personal services mentioned in Scope of Work above at JSMC, Lima, Ohio. The intent of this Sources Sought is to request capability statements from interested parties. Responses shall also address a notional scheme of support and anticipated transition activities of a facilities operator to meet the requirements of the scope of work. Responses should be no more than three pages in length. The three page submission shall include the JSMC Facility Operation Capability Worksheet (Attachment 1). A page is defined as 8.5 x 11, 12 pt, and Times New Roman font. Responses shall not contain any classified or proprietary information. PD MBTS invites potential firms to submit responses as a digital copy (pdf) to lucinda.m.klisz.civ@mail.mil no later than March 17, 2017 at 1700 hours. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential firm's responsibility to monitor the site for the release of further information. The Government intends to review all responses submitted by Industry and may use this data to refine requirements. If a Request for Proposal (RFP) is issued following this notice, it is anticipated that a requirement for contract performance will include the ability to handle classified information and comply with the applicable International Traffic in Arms Regulation. In the event an RFP is issued, North American Industry Classification System code 561210 is being considered.
