- THIS IS NOT A SOLICITATION OF BIDS OR OFFERS. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of Invitation for Bid (IFB) No. FA2521-17-B-0004 for demolition services at Cape Canaveral Air Force Station, FL. All work shall be as indicated in project drawings and specifications, to be included with the solicitation once issued. The anticipated period of performance for this project is 240 calendar days, including 30 non-access days, to begin within 10 days of Notice to Proceed. IAW FAR 36.204 the magnitude of construction project is between $250,000 and $500,000. The IFB will be issued on or around 6 March 2017. The anticipated award date will not be later than 30 Sep 2017 and is subject to the receipt of funding. NOTICE TO OFFERORS: Funds are NOT presently available for this requirement. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this solicitation, in part or in its entirety, either before or after the IFB closing date, with no obligation to reimburse bidder(s) for any costs. Description of work to be performed: Demolition and/or deconstruction of indicated facility structures in its entirety including building structures, launch complex structures and other industrial facilities. Demolition and/or deconstruction of indicated facilities shall not be limited to load and non-load bearing walls, floor slabs, interior and exterior stairs, windows, exterior doors and roof systems. Demolition of interior wall assemblies, floor, wall and ceiling finishes, interior door assemblies special construction and building infrastructure. Removal and disposal of hazardous construction materials including but not limited to asbestos-containing materials, lead base paint, and PCBs. Facility demolition and/or deconstruction work shall also include electrical equipment, fire alarm and communication systems as well as mechanical systems, where applicable. Fencing demolition shall include fence, posts, outriggers, concrete bases for posts and barbed wire. a) Demolish Facility 1346 and 7805 at Hangar C: Perform demolition, removal and site restoration of 1,644 square feet at facility 1346 and 7805 with associated structures, utilities, pavement, and fencing around Hangar C. Sample for Asbestos Containing Material. Permit Required. b) Demolish Facility 49937 POL Storage Building: Perform demolition, removal and site restoration of 4,000 square feet at facility 49937 with associated structures, utilities and pavement. c) Demolish Facility 85200 Navy AGE Storage Building: Perform demolition, removal and site restoration of 6,629 square feet at facility 85200 with associated structures, utilities and pavement. Sample for Asbestos Containing Material. Permit Required. d) Demolish facilities Dispose of Debris at Various Sites: Demolish all fencing, gates, barbed wire, concrete bases, and gates at CX-16, CX-20, Fac 1115, Hangar S, SMARF (remove damaged lighting and poles also), Softball Field and Hangar N. Perform demolition and removal of 1,704 square feet X-Ray room at Hangar N with associated utilities and support equipment. Collect and properly dispose of approximately 2,160 square feet of roofing material at facilities Hangar S, 44652, and 60748. Collect and properly dispose of one rollup door at facility 44645 and metal platform near facility 15304. e) Demolish facilities at CX-14 and Industrial Area: Perform demolition, removal and site restoration of 5,824 square feet at facility 10915, 44500, and 44603 with associated structures utilities and pavement. Collect and properly dispose of approximately 20 square feet of panel siding located on pavement at north side of building 10905. Sample for Asbestos Containing Material. Permit Required. f) Demolish 49 bat nesting poles across CCAFS: Remove bat nesting poles at identified GPS locations. g) Demolish 13 bat besting poles across PAFB: Remove bat nesting poles at identified GPS locations. The Invitation for Bid will be available by Electronic Transmission only at: http://www.fbo.gov. Potential offerors must be currently registered in the System for Award Management to be eligible for award. (See Internet Site: http://www.sam.gov ). Payment for this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration.
