Synopsis for DTNH2217R00035 NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION (NHTSA) Synopsis for Solicitation DTNH2217R00035 FMVSS No. 214, Side Impact Protection Compliance Test Program Introduction The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related economic costs due to road traffic crashes. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Compliance (OVSC) conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the National Highway Traffic Safety Administration promulgates Federal Motor Vehicle Safety Standards (FMVSS) through vehicle compliance testing under Indefinite Delivery, Indefinite Quantity (IDIQ) Multi-Standard Vehicle Testing Contracts. Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable Federal Motor Vehicle Safety Standards (FMVSS). It is critically important that NHTSA establish compliance testing contracts with qualified independent test laboratories capable of fulfilling all contract requirements while generating irrefutable test data and analyses based on sound engineering principles. This compliance testing contract procures inspection, testing and reporting services from a qualified independent testing laboratory capable of meeting this objective. The test data and analyses generated by the testing laboratory will support OVSC's determinations whether vehicle manufacturers' certifications to the dynamic requirements of FMVSS No. 214, "Side Impact Protection" are valid. Synopsis This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation DTNH2217R00035. NHTSA intends to issue a solicitation for a Full and Open Competition for Compliance Testing Services in accordance with the Federal Motor Vehicle Safety Standards (FMVSS) No. 214, Side Impact Protection Compliance Test Program. Contract Type and Period of Performance NHTSA intends to award one IndefiniteDelivery, Indefinite-Quantity (IDIQ) contract whereby Firm Fixed Price Task Orders will be issued, in accordance with FAR 16.504 and 16.505. The applicable NAICS code and size standard for this acquisition are as follows: 541380 (Testing Laboratories) and not greater than $15.0M The anticipated period of performance is one (1) one-year base period and four (4) one-year option periods to be exercised at the discretion of the government. NOTE: Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov in order to receive an award in response to the solicitation. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only and is not to be construed as a commitment by the Government. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. The anticipated award date is September 30, 2017. The solicitation will be issued on or about May 1, 2017.
