Description
General Information: The Federal Aviation Administration (FAA) is conducting a Market Survey for the FAA Civil Aerospace Medical Institute (CAMI) Human Factors Division (AAM-500) to identify interested and capable sources that can provide all the elements of the attachment Statement of Work (SOW). The FAA will review the responses to the Market Survey and will make appropriate acquisition planning decisions that best meet the FAA ™s needs. The results of the Market Survey will assist the FAA to determine the extent of the requirement that may be set-aside for small businesses, socially and economically disadvantaged small business [8(a)] and Service disabled Veteran-Owned Small Businesses. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party ™s expense. This is not a screening information request or request for proposal. The FAA is not seeking or accepting proposals at this time. Background and Scope of Work: The Advanced Unmanned aircraft system Research Simulator (AURS) is part of the Aerospace Medical Equipment Needs (AMEN) Phase II acquisition program, which was established to continue to provide urgent upgrades to the aging and obsolete research laboratory equipment of the two CAMI research divisions. The AMEN II program is a continuation of AMEN I. AMEN I, a non-NAS Technology Refreshment (TR) effort, Acquisition Category level 5 (ACAT-5), approved on 24 May 2010, was established to replace research laboratory equipment at CAMI. AMEN II, a non-NAS Information Technology (IT) acquisition effort was approved by the Acquisition Executive Board (AEB) as a TR ACAT-5, on 11 June 2013. It was later designated to be a Variable Quantity (VQ) ACAT-5 effort on 30 April 2014 and tailored to move directly to the Final Investment Decision (FID) of the Acquisition Management System (AMS) on 16 September 2015. The AMEN II program requirements are presented in the AMEN II final Program Requirements Document (fPRD). The Advanced Unmanned aircraft system Research Simulator (AURS) will support the Aerospace Human Factors Research Division (AAM-500), Civil Aerospace Medical Institute (CAMI), which focuses on improving human performance through enhanced equipment design, interface design, agency workforce optimization, investigations of work environment issues, and organizational effectiveness as performed by two branches: the Flight Deck Human Factors Research Laboratory (AAM-510) and the NAS Human Factors Safety Research Laboratory (AAM-520). In particular, the AURS will support research on a variety of Unmanned Aircraft Systems (UAS) research topics that are of interest to the Government. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. Responses to this market survey will be used for informational purposes only. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 12:00 P.M, Central Time on February 28, 2017. Market survey responses received after the time and date specified will be determined to be late and may not be considered. GSA Schedules; eFAST MOA; Blanket Purchase Agreements (BPA) etc. currently in place or that will be placed) Respondents must be active in the System for Award Management (SAM) (www.sam.gov).
