- SYNOPSIS Defense Logistics Agency (DLA) is issuing a solicitation for a multiple year, Captains of Industry (COI) type Requirements Contract for the procurement of items and services that are sole source to United Technologies Aerospace Systems (UTAS). The solicitation is unrestricted using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The ordering period will include a five (5) year base period and a five (5) year option period for a potential duration of ten (10) years. The structure of the contract will be Umbrella-and-Subsumables, with an overarching basic contract (umbrella) containing terms and conditions issued to a UTAS administrative CAGE, and sub-contracts (subsumables) containing (but not limited to) parts, pricing, delivery, and unique terms and conditions, to each UTAS business unit that chooses to participate. The contract will contain both far part 12 and 15 terms. The contract type is primarily Fixed Price (some subsumables may contain provisions for Price Redetermination, Fixed-Price Incentive or other contract types) consisting of varying-year pricing periods. Some Business units may receive more than one subsumable contract, if Performance-Based Logistics, Virtual Prime Vendor, Technical Services, Rotable Pools, Refurbishment/Repair, Supplier-Initiated Ordering, or other special activities are undertaken. This acquisition will include consumable items managed by DLA and depot level reparable (DLR) items managed by the Military Services, and may include various services. The items are contained in multiple Federal Supply Classes (FSCs) and ordered by National Stock Number (NSN). Items place on the contract will support the following (but not limited to) platforms: C130, F-15, F-16, F-18, C-5, KC-135, UH-60 variants, CH-53, B-1, T-38, and E-2C. An initial population of approximately 800 NSNs will be solicited. Additional items and services, sole source to UTAS, may be added to the resultant contract in phases throughout the contract duration. DLA currently does not have a competitive data package for any of the NSNs include in the solicitation. Alternate offerors must submit a complete technical data package for each NSN in order to be evaluated as a potential source. Any items found to be competitive after award of the contract or that becomes competitive after award will be removed from the contract. Items in the solicitation population are sole source to UTAS CAGE codes 00462, 01158, 02121, 11599, 12511, 13002, 17576, 17610, 26502, 31218, 31435, 31645, 51563, 51998, 55438, 58556, 59885, 60678, 71895, 89305, 97153, 99551, 99595, U4287, 02KZ1, 05WL4, 0AJJ0, 3CPE0, 3GV42, 3HRL4, 3TAH8, 8F963, 8Y438, C0297, D8095, F1688, FA3T0, FA3T1, K0023, K0642, K0655, K0131, K4358, U4271, U9231, Z1170, K0337, 04274, 24821, 73030, 46EN8, 0VUU6, 0CAM5, 47PP5, 0YJV4, 26581, 71120, and 99167; however this list may be expanded after contract award. DLA-Direct shipments will be to any DLA depot. Customer-direct shipments may be to any DLA customer. Consumable items may be FOB origin or destination with inspection and acceptance at origin or destination, dependent on item's criticality, and DLR items are FOB origin with inspection/acceptance at origin. The NSNs, part numbers, and annual estimated quantities for the initial population are available upon request. Any supplies or services furnished under this resulting contract will be ordered by issuance of a delivery order. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show product is acceptable. In addition, respondents should identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interests of the government. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For certain UTAS business units: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
