- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract General Services Administration (GSA), Public Buildings Services (PBS), Region 2 anticipates issuing a solicitation that will result in one General Construction contract. The GSA is seeking responsible and qualified General Contractors (GC) to provide construction services for the build-out of space within 26 Federal Plaza. The site is located at 26 Federal Plaza, New York, New York. This project is for construction services that will build-out approximately 16,000 square feet of space to serve as a Secure Area within the Jacob Javits Federal Building. The Contractor shall provide construction services that meet the requirements of the design/construction documents, specification, and all applicable references & code requirements as outlined by these documents and the statement of work. Construction Services shall be performed in such a manner that there is no interruption of the building's operations or operation of the existing building occupants during normal business hours. The tenant space build-out shall accommodate the operations of the building tenants and agencies, and shall be phased accordingly. This sources sought identifies potential General Contractor (GC) services on an as needed basis for a term of one (1) base phase. This contract will be a two-step sealed bidding procurement issued in accordance with FAR Part 14.5. In this process, the Government anticipates to award to the most highly qualified GC firm with whom provides the lowest priced proposal that is technically acceptable. GSA is also seeking information on GC firms that are interested in this acquisition who qualify under the 8(a) Program, the HUBZone Program, Women Owned, and/or the Service-Disabled Veteran-Owned Small Business Procurement Program for subcontracting opportunities. The North American Industry Classification System Code for this potential acquisition is 236220, Commercial and Institutional Building Construction. The Small Business size standard is average annual sales and receipts for the past three years that are less than $36,500,000.00. The Government anticipates issuing the solicitation for this acquisition around April 2017. If you are an interested firm, please address the below along with your Written Letter of Interest. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1- Please outline, briefly, your company's background, credentials, history & experience in constructing SCIF projects. a) Please include a recent example project(s) that is similar to the description and give a brief explanation outlining how it is applicable. b) Please submit a statement of qualifications for you and/or any subcontractors you may employ. c) Please describe your project management approach & QC approach for this type of projects; utilizing a compressed construction schedule of approximately 10 months. 2- Please outline your company's experience in understanding & implementing the requirements of the ICD-705 and its related technical specs on this type or similar type of project. 3- Please outline your company's experience in conducting specialty construction techniques such as emergency power, IT/Data & Communication Systems, HVAC, soundmasking and Security Systems, limited area hazardous material abatement. 4- Please identify if your company and /or subcontractors (if applicable) currently possess or are capable of receiving a government issued security clearance (to include key personnel & staff). If so please provide a brief explanation (resumes are not required at this time). 5- Please identify if your company is or employs subcontractors who are considered to be small businesses. a) If so, please provide a brief explanation of your company's ability to manage & execute this size project. b) If it's a subcontractor, in addition to 5a, please describe what role that subcontractor would perform. Submission Instructions: As this notice is a Sources Sought announcement, interested firms should submit a Written Letter of Interest along with a response to the questions contained within this notice to Lisa Zalar, Contract Specialist. All responses must be submitted via email to lisa.zalar@gsa.gov by 5:00pm EST on March 3, 2017. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to firms regarding submissions. No hard copies will be accepted. Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. This is not a Request for Proposal (RFP).
