- The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award as a Brand Name Sole Source basis to Struers Inc. for a CitoPress-30 mounting press and Labosystem polisher. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95, 19 January 2017. This CitoPress-30 mounting press & labosystem polisher is required by the Dean of Faculty Mechanical Engineering department. This mounting press and polisher can only be provided by Struers Inc., 24766 Detroit Road, Westlake Cleveland, OH 44145, a small business. This procurement is for the acquisition of a sole source commercial item in accordance with FAR Parts 12 & 13. The North American Industry Classification System Codes (NAICS) is 334516 and the size standard is 1000 employees. CitoPress-30 Mounting Press: - There is only one responsible source and no other item will satisfy the USAFA current requirements. For the CitoPress-30 mounting press the volume of users, the variety of test materials, the various mounting consumables, and the different mounting methods dictate that we purchase the Struers CitoPress-30. One potential vendor found does not have a dual cylinder for auto and manual dosing or programable mounting methods. Another vendor cannot mount dual specimens as required utilizing a spacer and also does not meet the government’s voltage limit requirement. Still a third potential vendor does not have a dual cylinder or auto dosing capability. Labosystem Polisher: - There is only one responsible source and no other item will satisfy the USAFA current requirements. For the Labosystem polisher, the only other potential vendor does not provide the required 30-300N specimen force and the weight is more than the 160lb limit requirement. The Struers Labosystem product is the only one that meets the required salient characteristics and can be used with a wide variety of materials to exeriment with using different speeds, forces, rotations, suspensions and lubricants. The following is a list of salient characteristics for the citopress-30 mounting press: a. Dual cylinder specimen mounting press b. Semi-Automatic mounting for consistency c. Capable of both automatic and manual dosing d. Programmable to save up to 15 mounting methods e. Single phase, 120 Volt power supply f. 176° – 356° C mounting temperatures g. 1200 – 4400 psi bar molding pressure h. 1300 Watts of heating power I. 0 – 15 minutes of heating and cooling time j. 1.5” cylinder diameter k.1 year warranty 2. The following is a list of salient characteristics for the labosystem polisher: a. Disc size: minimum 10” Maximum 12” b. Speed: 50-500 RPM c. Rotation: counter-clockwise d. Specimen mover capacity: 6x40 mm diameter, speed 50-150 RPM, rotational direction: clockwise/counter-clockwise, specimen holder, force 30-300N, motor: 180W e. Dosing: 4 suspension/lubricants f. Maximum noise level: 52 dBA g. Power supply: Voltage/frequency – 200-240 V/ 50-60 Hz, 1-phase or 2-phase h. Water inlet: ½” or ¾”, Air Inlet: ¼”, Air Pressure: 87-145 psi I. Dimensions: Width 34.7”, Depth 30.5”, Height 25.4”, Weight 156 lbs, total with specimen head j. 1 year warranty This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the mounting press and polisher described above may provide evidence for consideration. Evidence must support the offeror’s claim they can provide this brand name or equal. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 1:00 p.m. MST on 22 February 2017. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at http://sam.gov/. The Government intends to award a firm fixed price purchase order processed in accordance with FAR 12 and 13. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
