Sources Sought SOW This is a SOURCES SOUGHT SYNOPSIS ONLY. Responses to this notice will be used for information and planning purposes. No formal solicitation document exists at this time. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. All Responses and inquiries shall be emailed to Donald Butler at Donald.Butler3@va.gov. Responses must be received no later than 1100am Eastern Time February 17, 2017. Background VAPHS R&D uses equipment that must be checked regularly to ensure that it is functioning properly including chemical fume hoods, biosafety cabinets, laminar flow hoods, and incubators. A chemical fume hood is a ventilation device that is designed to limit exposure to hazardous or noxious fumes, vapors or dust. As per the manufacturer s instructions, chemical fume hoods must be certified to guarantee that they are working properly. The VAPHS ensures that chemical fume hoods are certified on a semi-annual basis. Biosafety cabinets are designed to provide both a clean work environment and protection for employees who work with biological hazards. Biosafety cabinets are required to pass field certification by an independent organization. The VAPHS ensures that the biosafety cabinets are certified on a semi-annual basis. A majority of the biosafety cabinets at the VAPHS are considered Class II A2 biosafety cabinets. There is one Class I biosafety cabinet in use (considered a laminar flow hood since it only provides a clean work environment and does not provide employee protection-see next paragraph). Laminar flow hoods create particle-free working environments by projecting air through a filtration system and exhausting it across a work surface in a laminar or uni-directional air stream. They provide a clean air environment for a number of laboratory requirements. For categorical purposes, we consider the Class I biosafety cabinet, a StayClean workbench, a ventilated cage rack, and a bedding dump station as a laminar flow hood. R&D uses incubators to grow different types of cells. All incubators are designed to be environmentally stabile chambers and in order to achieve optimal conditions for cell growth, the incubators must be functioning properly (temperature 37 °C, 95% relative humidity and carbon dioxide level of 5%). Manufacturers of incubators recommend that preventative maintenance and calibration be performed, at a minimum, every six (6) months. All of the incubators at VAPHS are double stacked, however, each one is considered a single unit (2 units per double stacked incubator). The VAPHS has established a schedule to certify properly operating hoods and cabinets at a minimum of every six (6) months. 4. Scope. VAPHS currently has 12 incubators that require semi-annual preventative maintenance and an annual calibration. The contract will cover incubators currently in use by R&D employees that are located in Building 1. The VAPHS is currently in the process of expanding the laboratory areas and expects to install 26 new incubators during the contract s period of performance. Timing of the installation is to be determined. VAPHS currently has 11 chemical fume hoods, 4 laminar flow hoods, and 11 biosafety cabinets that require semi-annual certification. The contract will cover the equipment currently in use by employees of R&D that are located in Buildings 1, 6, and 30. The VAPHS is currently in the process of expanding the laboratory areas and expects to purchase and install approximately 16 new biosafety cabinets (14 will be Class II Type A2 and 2 will be Class II Type B2), 28 laminar flow hoods, and 11 new chemical fume hoods during the contract s period of performance. Timing of the installation is to be determined. 5. Specific Tasks. Incubators For incubator preventative maintenance service, the minimum tasks required include all of the following in addition to all manufacturers recommended tasks: Check fan motor Check/clean gaskets Check/fill water level in jacket Verify alarm function Calibrate unit to National Institute of Standards and Technology (NIST)/Manufacturer Standards (once per year) Change high-efficiency particulate absorption (HEPA) filter (if equipped) Check/change carbon dioxide sensor gasket Check/change motor gasket (as needed) Check/change door heating wire (as needed) Change incoming gas line filters (once per year) Adjust/tighten door hinges (as needed) R&D will provide interior HEPA and Vent Filters. For servicing, R&D will ensure that the units are on with carbon dioxide in them as well as a humidity pan with water. Cells stored within the incubators will be removed by R&D prior to contractor performing service on interior of incubators. Incubator Documentation Contractor shall provide preventative maintenance and calibration reports for all serviced equipment. The Contractor s report template shall be provided to the COR for acceptance. Reports must include, but are not limited to: Technician Name Date of Service Make Model Serial Number Building Room Number Testing Standard Overall Result General Operation Temperature Humidity Levels Carbon Dioxide Levels Items listed above for preventative maintenance. Comments Chemical Fume Hoods, Laminar Flow Hoods, and Biosafety Cabinets The chemical fume hoods must be certified on a semi-annual basis and certification is tentatively scheduled during the months of March and September to meet OSHA, AIHA/ANSI, SEFA, ASHRAE and VA Safety standards. The certification will ensure that all of the parts of the fume hoods are working, especially the exhaust fan. The biosafety cabinets must be certified according to the nationally accepted standards of NSF International (NSF Standard 49). These cabinets as well as the laminar flow hoods are also certified on a semi-annual basis. Contractor must provide dated certification sticker for each hood or cabinet displaying either the date of the successful testing or date the certification expires. Hoods and Cabinets Documentation Contractor shall provide certification reports for all serviced equipment. The Contractor s report template shall be provided to the COR for acceptance. Reports must include, but are not limited to: Technician Name Date of Service Make Model Serial Number Building Room Number Testing Standard Overall Result General Operation Damper Testing Filter Testing Electrical Testing Alarm Testing Inflow Velocity Testing Airflow Pattern Testing Installation Assessment Comments
