Description
PRE-SOLICITATION NOTICE FOR THE JACKSONVILLE NATIONAL CEMETERY VA101-17-N-0253 The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) in Washington, DC, 425 I. Street, NW, is issuing this pre-solicitation notice for the Two-Phase Design-Build requirement for the Jacksonville National Cemetery, in Jacksonville, FL. This procurement is restricted to Service Disabled Veteran-Owned Small Businesses under Solicitation Number VA101-17-N-0253. The Contractor shall provide and furnish all supervision, labor, materials, tools, transportation, supplies and travel necessary to expand and improve the existing Jacksonville National Cemetery. This project will comprise the next construction phase of cemetery development, and will primarily include the development and construction of additional gravesite burial capacity and infrastructure to provide 10 years of service on existing, undeveloped land. The remainder of the cemetery site will be shown for development in future 10-year phased projects as per a master plan that is to be designed with this project. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. This investment will develop approximately 30 acres of undeveloped land to provide approximately 20,200 gravesites, including both casket and cremation sites in new burial sections. This project will update the existing Cemetery Master Plan to include a phased master planning of the remaining undeveloped area of the 30 acre parcel of the 435 undeveloped acres remaining at Jacksonville National Cemetery. This project will expand the burial capacity by developing approximately 30 acres of land with approximately 7,800 pre-placed crypt gravesites for casket interments, 750 oversized traditional gravesites, 650 traditional gravesites, 4,400 garden niche or terrace sites and 6,600 columbarium niches, for a total of 20,200 interment sites. In addition to gravesite development, construction will include memorial wall, ossuary, memorial walkway, new cortege lane, access roads, parking, utilities, signage, site furnishings, upgrades to the existing PIC/Admin, Maintenance Facility and Yard, and Historic Maintenance Building, irrigation modifications, drainage improvements, landscaping, FCA corrections, environmental preservation and mitigation, including historical and cultural resources. Improvements made to structures will incorporate Green Building Principals and Renewable Energy Initiatives in accordance with VA policy and latest energy efficient technology. The project shall include an Early Turnover (ETO) phase consisting of approximately 1,200 total placed crypts with associated site development requirements which must be completed and accepted for use within 730 calendar days from Notice to Proceed (NTP). The project shall also include an updated master plan for the expansion area and remaining 30 acres of undeveloped land. The Jacksonville National Cemetery expansion is planned as a Design Build acquisition for award in FY17. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED certification. This notice is not a request for competitive offers. The point of contact is Crystal Cole, reachable by email at Crystal.Cole2@va.gov. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) reserves the right to use only FBO, via the internet, to provide notification of any amendments to this RFP. By registering at FedBizOpps (http://www.fbo.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. It is the Contractor's responsibility to view the FBO website daily for any amendments to the RFP. The Offeror's must be listed in the Vendor Information Pages at www.vetbiz.gov, currently registered in the System for Award Management, www.sam.gov. The Solicitation is planned to issue on or about March 17, 2017. Telephone calls will not be accepted. The approximate project duration will be 1,440 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990, (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. Offerors may submit proposals with or without a Project Labor Agreement (PLA.) The PLA shall fully conform to the Federal Acquisition Regulation (FAR) Subpart 22.5 Project Labor Agreement for Federal Construction Projects. No additional points or weight will be assigned to proposals submitted with a PLA. PLA proposals will not be given additional weigh towards their technical proposals or towards selection of a proposal for award. Offerors who chose to provide a proposal including a PLA shall do so in compliance with FAR 52.222-33 and FAR 25.222-34 CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures.
