Description
The proposed no-cost acquisition is to implement Department of Defense Instruction 5525.12, Implementation of the Amended Law Enforcement Officers Safety Act (LEOSA) of 2004 that applies to Office of the Secretary of Defense, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within DoD. LEOSA is applicable to qualified Navy Security Force (NSF) active duty military and civilian personnel, and qualified NSF retired/separated personnel. LEOSA exempts these persons from the concealed firearms carry laws of the 50 States, provided they meet LEOSAs requirements and Navy policy and procedures. Commander, Navy Installations Command is responsible for managing the Navy ™s LEOSA application process and providing a recommendation on an applicant ™s eligibility to receive Navy law enforcement identification. Since LEOSA Program participation is voluntary, individual applicants bear all costs for obtaining the credentials, and no Government funds will be obligated under this effort. This procurement will be solicited on a sole source basis in accordance with FAR 19.1406 “ Sole Source Awards to Service-disabled Veteran-owned Small Business (SDVOSB) Concerns with anticipated award to Defense Consulting Services, 615 Rolling Grove, San Antonio, TX, 78253. Defense Consulting Services is the only known SDVOSB who can fulfill this no-cost requirement. All responsible SDVOSB sources may submit a quotation which shall be considered by the agency. CNIC requires contractor support services in order to comply with LEOSA program requirements. The contractor will be responsible for verifying the eligibility of all applicants, and issuing LEOSA credentials. Contractor services include screening contractor ™s intake application, copy of driver ™s license or State issued identification card, electronic passport type of photograph, medical declaration of physical competency, electronic copy of fingerprints, and unit commander approval letter for 926B applicants, and 926C applicants according to the LEOSA Program ™s eligibility criteria. The contractor shall provide a turnkey solution for the production, manufacturing, inventory, and delivery of the LEOSA credential to all eligible applicants. The anticipated period of performance includes a one year base period and four one-year options. The Government intends to award this no-cost contract on or around March 6, 2017.
