Description

The Naval Air Systems Command (NAVAIR) awarded a sole source, cost plus fixed fee order under Basic Ordering Agreement (BOA) N00019-16-G-0001 to the Boeing Company, St. Louis, MO for the procurement of ECP 6355R1C2 an Electrical Power Test Set (EPTS) Software Upgrade that is compatible with Windows 7. This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Class Justification and Approval (CJ&A) number 15_24597, dated 12 April 2016.
