- This Request for Information (RFI)/Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Homeland Security, National Protection and Programs Directorate, Federal Protective Service, Operations Fusion Division is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The Department of Homeland Security, National Protection and Program Directorate (NPPD), Federal Protective Service (FPS) Operation Fusion Division is seeking interested vendors to supply program managers, dispatch supervisors, dispatchers, remote alarm programmers, data entry, data analysis, administrative support staff, officer managers and other related type positions to support the FPS MegaCenters located in Denver Colorado, Battle Creek Michigan, Philadelphia Pennsylvania and Suitland Maryland. These MegaCenters are direct operational support for 11 FPS Regions located across the United States. This support includes but not limited to over 9,000 Federal facilities, 13,000 Protective Security Officers and 1,300 Federal Law Enforcement Officers. The Federal Protective Service (FPS) MegaCenters are high-tech, state-of-the-art, alarm monitoring and law enforcement dispatch control centers. The MegaCenters operate 24 hours a day, 365 days a year with four (4) locations within the Continental United States. Those locations are: • Denver, Colorado • Philadelphia, Pennsylvania • Battle Creek, Michigan • Suitland, Maryland A teaming concept, named "Sister Center", has been integrated within the design of these MegaCenters. Each MegaCenter partners with another "Sister Center" and ensures coordination of operations, equipment and information sharing. This concept provides the capability for redundant, standardized operations, and provides the ability to assume the operations of the sister MegaCenter due to an equipment failure or a catastrophic event. (Failover) The MegaCenters are very comparable to a "911" Center. A public-safety answering point (PSAP), sometimes called "public-safety access point", is a call center responsible for answering calls to an emergency via telephone/radio for law enforcement response, medical emergencies and non- emergencies type calls. The Federal Protective Service protects Federal Facilities, their occupants, and visitors by providing superior law enforcement and protective security services and leveraging our access to the intelligence and information resources of our network of federal, state, local, tribal, territorial, and private sector partners. The primary purpose of this RFI is to provide for an efficient dispatch and alarm monitoring platform contract staff. This will include direct support to each of the MegaCenters in monitoring multiple types of alarm systems, closed circuit television, and wireless dispatch communications within Federal facilities throughout the entire nation for its Federal Law Enforcement personnel. Dispatch and Alarm responsibilities include but are not limited to: • Operate voice radio communication systems and maintain voice radio communications in the assigned networks, receiving and transmitting routine and emergency instructions, providing and responding to requests for assistance, dispatching police and security personnel, conducting routine roll calls and on-air status checks, and controlling the radio network to ensure proper procedures are followed. • Maintain liaison on the assigned emergency and non-emergency telephone lines to expedite a variety of routine and emergency calls for police assistance from the public and/or employees of customer Federal agencies. • Monitor and respond to state, local and Federal law enforcement radio communications. This includes but is not limited to, monitoring transmissions that pertain to conditions and/or activities that may relate to or affect DHS activities. • Assist FPS Federal personnel in monitoring and operating alarm system equipment. • Maintain detailed logs of all calls, issuing case control numbers to FPS and associated contract guard services personnel who are involved in incidents or investigations. This also includes making such reports as may be required for the FPS reporting system. • Assist FPS Federal personnel in preparing a variety of reports and logs in the English language that document incidents and activities associated with the MegaCenter in developing and maintaining MegaCenter incident reports, logs, case control logs, complaints, activity reports and complaint file systems. • Observe closed circuit video monitor systems and controlling associated cameras and coordinating single-agency and multi-agency Public Safety responses if available (as appropriate) to observed events. • Maintain complete emergency notification log(s) for all key personnel and facilities within the MegaCenter. • Operate and monitor access control systems and programming access computer functions. This includes ensuring that the appropriate type and class of access/entry card is used for entry. It also includes saving and copying information to a computer disc, and taking required action(s) when a security system violation/alarm occurs. • Perform operator level maintenance on all equipment to include but not limited to, daily alarm and communication line checks. • Back-up computer data files, voice recording, and rotating (removing, storing and replacing) audiotapes used to record telephone line and radio conversations as needed, depending on the equipment in the MegaCenter. The personnel required to accomplish this Mission include, but may not be limited to, the following: • Program Manager • Project Manager • Administrative Office Manager • Administrative Assistant • Alarm Monitor/Telecommunicator • Data Analyst - Level One • Data Analyst - Level Two • Data Entry • Dispatch Supervisor • Dispatcher Remote Alarm Programmers • Telecommunications Supervisor • Telecommunications Mechanic I • Telecommunications Mechanic II • Technical Service Desk Manager • Training Coordinator • Assistant Training Coordinator The contract's expectant period of performance will consist of one (12) month base ordering period followed by four (12) month optional ordering periods. All requirements provided are for informational purposes and subject to change at the discretion of the Government if and when a request for proposal is provided to industry. Interested vendors are requested to provide a statement of current capability. Sources must demonstrate ability to provide personnel that meets the technical requirements as state above. All information included with submission is at the offerors own expense. The Government will not reimburse respondents for any cost associated with submission of capability statement in connection with this Request for Information/Sources Sought. Respondents will not be contacted regarding their submission of information or information gathered as a result of this notice. Any information provided is voluntary. Per HSAM 3005.207 the FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. Because a misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition in Contracting Act, the contracting officer is held responsible for correctly classifying a FedBizOpps notice.
