Description
GSA LEASING DIVISION Procure a succeeding Lease No. GS-04P-60359 for a term of 10 years/5 years firm with 120 day termination rights. DESCRIPTION OF REQUIREMENT: The Alcohol Tobacco And Firearms currently occupies 6080 rentable square feet (rsf) of office space located at 41 N. Jefferson, Pensacola, FL. The current lease (GS-04B-45084) will expire February 8, 2016. The current annual rent is $112,960.68. ($ 22.59 per rentable square foot per annum).] The agency has requested to stay in place with improvements to include carpet and paint only. IDENTIFICATION OF STATUTORY AUTHORITY: UNIQUE QUALIFICATIONS OF PROPOSED CONTRACTOR OR NATURE OF ACQUISITION REQUIRING AUTHORITY CITED REPORTS TO ENSURE SOLICITATION FROM MAXIMUM SOURCES PRACTICAL DETERMINATION THAT ANTICIPATED COST WILL BE FAIR AND REASONABLE The annual rental has been deemed fair and reasonable. Market data was obtained through COSTAR and is below the average market range for class A/B office space in Pensacola, FL. DESCRIPTION OF MARKET SURVEY AND RESULTS: There were only 2 spaces in the delineated area that could satisfy the agency SF requirements. The rates for these and other comparable properties were taken into consideration. Once TIs are factored in to the cost of the lease the price per square foot for other properties is substantially higher than the "stay in place" proposition, as demonstrated in the Cost Benefit Analysis Summary below. COST BENEFIT ANALYSIS: 123,361 rentable square feet REDACTED OTHER FACTORS SUPPORTING JUSTIFICATION FUTURE ACTIONS TO OVERCOME BARRIERS TO FULL AND OPEN COMPETITION Agency requirements supporting this justification for other than full and open competition are certified as accurate and complete. CERTIFIED: 2-26-15 Jasper Boudreaux CONTRACTING OFFICER (4PRA) DATE : N/A : There is no Government-controlled or rent free space available in Pensacola, FL. 2 : : COSTAR : The current space fully meets the existing requirements of the agency and will require no alterations for the proposed succeeding lease. The market quote provided by the incumbent lessor is at the lower range of the Pensacola market per the data obtained from the COSTAR Report and conversations with real estate brokers.
