Description
The Olympic National Forest, Washington, intends to acquire by contract services to create structures for wildlife or fish habitat improvement. Standing trees will be treated in a variety of methods to create live and dead wildlife trees or snags; wildlife nest or roost boxes will be installed; trees will be felled with and without root wads attached; and existing down wood will be piled or bundled to create coarse down habitat (CWD) structures. This solicitation will result in a multiple award Blanket Purchase Agreement (BPA). BPA's will be for one year, with four one-year options. Either party may terminate the BPA with 30 day written notice. BPA Calls (Orders) will be competed amongst the BPA awardees. All BPA Calls (Orders) will be for less than $150,000.00. Service Contract Act wage rates apply. The BPA's resulting from this Request for Quotes (RFQ) may be used by any warranted Contracting Officer in the U.S. Forest Service, National Forest or Forest Research Station, Pacific Northwest Region, or Service First Agency (http://www.fs.fed.us/servicefirst/), within their warrant authority. Project areas are Oregon and Washington. Project Manager is Ms. Karen Holtrop, 360-765-2206. The government will proceed to issue a solicitation for commercial service as a Request for Quotes, under FAR Part 12. This acquisition is 100 percent set-aside for small business concerns. Quoters will be evaluated on price, experience, and past performance. BPA awards will be to the quoters whose quotes, conforming to the solicitation, are the best value to the government This solicitation will be available on or about March 03, 2017. All responsible sources may submit an offer which will be considered by the government. Prospective contractor must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by contacting askSAM@gsa.gov, or via the Internet at http://www.sam.gov.
