Description

NAVSUP Fleet Logistics Center San Diego intends to negotiate and award in accordance with FAR Part 12, a firm-fixed price services contract, on a sole source basis under the authority of FAR 6.302-1(b)(1); Only one responsible source and no other supplies or services will satisfy agency requirements, with American Correctional Association (ACA); 206 N Washington St, Suite 200, Alexandria, VA 22314; for a Core Jail Standards and Adult Correctional Institution Reaccreditation Audit. ACA is the adult correctional institution standards accreditation authority used by the DOD corrections system. As stated in IAW BUPERSINST 1640.22, Article 1640-010; section 105, DoDD 1325.4: 4.9, and SECNAVINST 1640.9C Ch 1 Article 1104, œTo the greatest extent possible, national accreditation standards issued by the ACA shall be followed in determining corrections policies and administering shore brigs. ACA accredited brigs receive triennial accreditation audits. Only the ACA can provide exams that offer ACA accreditation. Place of performance is Naval Consolidated Brig Miramar; 46141 Miramar Way, San Diego, CA 92145. The applicable NAICS code is 541614. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 08:00am Pacific Standard Time on 2 March 2017. All interested parties must demonstrate their ability to administer a successful reaccreditation audit in accordance with IAW BUPERSINST 1640.22, Article 1640-010; section 105, DoDD 1325.4: 4.9, and SECNAVINST 1640.9C Ch 1 Article 1104. All documents shall be submitted to Jonathan A. Stames, Contract Specialist, via email at jonathan.stames@navy.mil. Anything submitted by phone or fax will not be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
