Previous procurements for these services have shown that there is not an expectation to receive quotes from two or more small businesses. DRAFT PERFORMANCE WORK STATEMENT: PERFORMANCE WORK STATEMENT FOR THE OPERATION OF THE MSC UNDERWAY REPLENISHMENT TRAINING CENTER TO JOINT EXPEDITIONARY BASE, LITTLE CREEK. 1. General Information 1.1 Background: The Military Sealift Command (MSC) operates a fleet of Combat Logistics Force (CLF)) and Service Support ships, providing sealift and fleet support services to the Department of Defense (DoD). MSC manages this fleet through the Government Operated Ships Program Office (PO1) with support from the Total Force Management Program Office (N1). Background information related to MSC and its programs are available at http://www.msc.navy.mil. 1.1.1 MSC Underway Replenishment Training Center (MUTC): The Contractor is responsible for maintaining all fixed and mobile training devices located at the MUTC, located on the Joint Expeditionary Base Little Creek (JEBLC), to provide instruction on underway replenishment related courses and other maritime courses as indicated in Appendix J-1, and to provide support to the CIVMAR Manpower and Personnel and Military Manpower and Personnel Programs that in turn support the PO1 mission. MUTC's primary mission is to provide training for Civil Service Mariner (CIVMAR), Contract Mariner (CONMAR), and U.S. Navy Active Duty and Reserve personnel, and to any students requesting training as identified by the Deputy Director for CIVMAR Manpower and Personnel Program (MSC N12) via the CIVMAR Training Office (MSC N122). As part of this mission, the MUTC provides Underway Replenishment (UNREP) Ship Qualification Trial (SQT) assessment teams and train the MSC Naval Reserve personnel, to include but not limited to, MSC Ammunition Management Teams and three MSC Cargo Afloat Rig Teams (CARTs) of Reserve personnel whose mission it is to augment PO1 Combat logistics Force ships with qualified Underway Replenishment (UNREP) rig teams. 1.2 Scope. In support of the MUTC, the Contractor shall provide: (1) training (Resident and Non-Resident), (2) administrative support, (3) warehouse and supply operations, (4) engineering support, (5) computer and database support, (6) military coordination, (7) transition services, (8) Underway Replenishment SQT Team Support, (9) Classroom/Facility Surge Support, and (10) Student Transportation To/From MSC Contracted Hotels, MSC Training facilities and contract facilities. 2. Tasks 2.1 The Contractor shall provide the personnel, organization, and administrative controls necessary to ensure that the services performed meet all requirements specified in the contract. The Contractor shall perform the following tasks: 2.1.1 Training: 2.1.1.1 Maintain training records for CIVMAR, CONMAR, active and reserve personnel attending training courses listed in section J-1 at the MUTC. 2.1.1.2 Support MSC reserve units in the Qualification/Certification Program by providing requested documentation for individual attending MUTC courses. 2.1.1.3 Safety. Recommendations for safety improvements, whether immediate or long-term, shall be made through the MUTC onsite management chain of command for internal review. Cargo/training evolutions will be stopped immediately if the instructors determine that safety is an issue and there is a threat or danger to the students and personnel. Long term recommendations should be made to the onsite chain of command and included in the reports referenced below. 2.1.1.4 The Contractor shall submit a Safety Report by email (no special format required) on adherence to safety standards, safety concerns or problems experienced and recommendations for improvement directly to the COR with a copy to the MUTC Site Administrator Branch Head. These reports should be submitted quarterly and on an as-needed basis. 2.1.1.5 Course Instruction. The Contractor shall provide the necessary number of qualified and knowledgeable instructors in accordance with Section C-4 to teach the classes listed in Attachment J-1 during the workweek in accordance with Section H-8. A basic curriculum for each class, including course materials, will be provided by the Government. The fixed price includes residential and non-residential (exportable) classes as listed herein. Course instructors may be required to support underway exercises as required. 2.1.1.5.1 Revise curriculum. The COR and MUTC Site Administrator/Branch Head are responsible for periodic review and revision of courses needed to meet the training requirements supporting MSC programs. Ensure supporting material is up-to-date and appropriate for students of varied academic backgrounds reflecting current Navy and MSC practices. As directed, the Contractor shall update training requirements associated with the MUTC and MSC training programs. 2.1.1.5.2 Resident Courses. Resident courses are those provided at the MUTC. Class sizes are outlined in Attachment J-1, as well as anything developed under Section C-2.1.1.5, below. Several classes may run concurrently during a session. 2.1.1.5.3 Non-resident Courses (exportable). Non-resident courses are those not held at the MUTC. Anticipated locations of non-resident courses are provided in Attachment J-2. Courses will be held afloat or ashore. The Contractor may be required to provide transportation of Contractor personnel. Per Section H-6 of the contract document, travel costs will be reimbursed in accordance with the DoD Joint Travel Regulation and will be un-burdened. Non-resident courses are outlined in Attachment J-1, as well as anything developed under Section C-2.1.1.5, below. 2.1.1.6 Curriculum Design. As directed, the Contractor shall design new classes or new teaching approaches. Courses designed may have resident and non-resident instructional requirements. The Contractor shall adhere to standards set forth by the Chief of Naval Education and Training (CNET), specifically Military Standard (MILSTD) 1379D, NAVEDTRA 135, and the appropriate NAVEDTRA 130 series manual for the type of training required. 2.1.1.6.1 Student and Training Course Report. At the end of each course, instructors shall give the students a Student and Training Course Report form to provide feedback to the MUTC Site Administrator/Branch Head and COR. Based on student feedback, the Contractor may be required to revise or edit a course. The Student and Training Course Report form will be provided as Government Furnished Material (GFM). 2.1.1.6.2 Curriculum Change Request. If the COR or MUTC Site Administrator/Branch Head determines that a new course is required or if the Contractor would like to propose a change, the Contractor shall submit a Curriculum Change Request form to the MUTC Site Administrator/Branch Head and COR. These reports are only submitted on an as-needed basis. 2.1.1.6.3 Data Rights. The Government shall have the right to use, modify, release, reproduce, perform, disclose, or display technical data developed in response to Government requests for curriculum design or modification under this Contract. See FAR 52.227-14 and DFARS 252.227-7013. 2.1.1.6.4 Material for classes developed for MSC shall not be released outside of MSC without prior authorization from the COR and Contracting Officer. 2.1.1.6.5 Curriculum Revision for MUTC training courses listed in Attachment J-1. 2.1.1.6.5.1 The contractor will conduct Annual Lesson Plan Reviews with the contractor instructors, on-site government personnel and CIVMAR instructors in accordance with the Military Sealift Command Managers' Internal Control Quality Management System Procedure for Curriculum Development and Revision document. 2.1.1.6.5.2 Changes to the existing curriculum will be made on site by the contract personnel using the PowerPoint, HMTL and XHMTL format as directed by the MUTC Site Administrator and MUTC Training Manager. 2.1.1.6.5.3 On-site contract instructors will develop and draft new courses of instruction using the PowerPoint format. 2.1.1.6.5.4 The New Course Development and Course Updates CLIN will be used for significant course revisions and the development of new courses in the HMTL and XHMTL format. 2.1.1.7 Underway Sustainment Training. As required, the Contractor shall provide training support to SQTs Team, CART Teams and MSC Reserve units that are embarked aboard CLF ships for Underway Sustainment Training. While underway, the following tasks shall be provided in support of the MSC Reserve units: 2.1.1.7.1 Act strictly as a technical advisor to MSC Reserve Units for UNREP to including CONREP, VERTREP, Ordnance Handling, Ammunition Management and while working in the cargo holds or on the deck to prepare cargo for transfer and pre-staging. 2.1.1.7.2 Observe MSC CIVMAR and reserve personnel and their ability to perform assigned watch stations as part of the Underway Sustainment Training as needed. 2.1.1.7.3 Provide support for instruction all courses listed in J-1 on board ships for CIVMARs, CONMARs, active and reserve military personnel. 2.1.1.7.4 Provide updates on underway training events and issues that may arise while underway to the MUTC Site Administrator /Branch Head. 2.1.2 Administrative Support: 2.1.2.1 In providing resident and non-resident course instructions, the Contractor shall perform the following training-related administrative duties: 2.1.2.1.1 Monitor and document student course completions, using CeTARS for CIVMAR and Active Duty and Reserve personnel, and a MSC MUTC-specific electronic database for CIVMARS. The student record keeping system is subject to the Privacy Act and the Contractor shall comply with all requirements regulating use, safeguarding, and disclosing this information. The COR will provide a list of authorized recipients of this information. 2.1.2.1.2 Collect course critiques, upon completion of each course instructed. Summarize student feedback in a Student and Training Course Report (Attachment J-8), and submit it to the COR, in accordance with paragraph F-4 (Deliverables) guidelines. 2.1.2.1.3 The Contractor shall develop, modify, produce, and/or obtain updated existing materials for delivery to students, during course presentation. Handouts shall be appropriate for the subject matter and student level of each class and may include presentation view graphs, texts, study guides, handbooks, workbooks, computer-assisted instructional materials (CD- ROMs, etc.) and textbooks. Changes to these materials will be routed through the COR and MUTC Site Administrator/Branch Head. The Contractor shall assemble, pack, and transport the materials to the exportable training sites listed in Attachment J-2, as needed. The cost of the materials and their transportation are reimbursable, in accordance with the contract. When possible the government will provide the required training material and transportation requirements. 2.1.2.1.4 The contractor shall maintain course schedules and SQT team assessment visits in Outlook for CIVMAR, CONMAR, and Active Duty and Reserve Military personnel attending MUTC training courses. 2.1.2.1.5 Maintain the MUTC Technical Library 2.1.2.2 The Contractor shall provide other administrative support to MUTC: 2.1.2.2.1 Operate and maintain office equipment 2.1.2.2.2 Process incoming and outgoing mail 2.1.2.2.3 Coordinate, update and schedule meetings 2.1.2.2.4 Provide presentation/briefing support 2.1.2.2.5 Maintain office files 2.1.2.2.6 Create files to document courses/training conducted. At a minimum, files should contain rosters, copies of certificates/refresher letters, student evaluations, written tests and practical tests as required by the specific course 2.1.2.2.7 Provide typing support (preparing forms, correspondence) 2.1.2.2.8 Field phone calls, inquiries, and walk-in visitors 2.1.2.2.9 Process office supply requests 2.1.2.2.10 Process on-site Reservist travel orders though the Transaction Online Processing System (TOPS) 2.1.2.2.11 Access Corporate Enterprise & Training Activity Resource System (CeTARS) to establish classes, enroll classes, and muster classes and graduate classes for MUTC courses with Course Identification Number to document attendance for CIVMAR, CONMAR, and active duty and reserve military personnel. 2.1.2.2.12 Modify HMTL/XHMTL training course materials 2.1.3 Warehouse Operations/Supply Technician: (This position will be optional during the contract option years 2-5) 2.1.3.1 The Contractor shall perform warehousing functions in the Government maintained warehouses at MSC Norfolk, VA onboard Naval Station Norfolk and the MUTC onboard Joint Expeditionary Base Little Creek. The Contractor shall maintain and store MUTC designated equipment on the Allocated Equipage List (AEL) for MUTC training kit/boxes. The AEL will be provided as GFM. The Contractor shall work with MSC Logistics (N4) to arrange for shipping of MUTC Training kits/boxes for exportable training, with arrival at the exportable training site in accordance with MUTC Administrator's required delivery dates. The Contractor shall coordinate outside work and maintenance on MUTC equipment with multiple different Government agencies and their representatives. 2.1.3.2 For all warehoused and on-site training material, the Contractor shall submit monthly Equipment Inventory Reports to the COR, the MUTC Administrator, and the MSC Norfolk-Supply Chain Manager. The Equipment Inventory Reports are provided as GFM. These reports are derived from the MSC warehousing/supply inventory data base, which tracks MUTCs inventory as part of the MSC overall ship portable equipment inventory. 2.1.3.3 Warehouse operations shall include inventory control and long-term readiness storage. The Contractor shall perform the following warehousing duties: 2.1.3.3.1 Using the technical manuals for each piece of training equipment (GFM), the Contractor shall screen all incoming equipment to determine its condition and what maintenance is needed. 2.1.3.3.2 The Contractor shall use the MSC warehousing inventory data base to receive, store, issue, package, and maintain records for all training equipment. 2.1.3.3.3 The Contractor shall use the MSC warehousing inventory data base to maintain inventory records of all assets (training equipment) including their readiness status. 2.1.3.3.4 Monitor the condition of the training MHE in storage and conduct the scheduling, testing, and routine maintenance of MHE in accordance with NAVSUP PUB 538 (Attachment J-3) via the MSC MHE warehouse manager. 2.1.3.3.5 Monitor all equipment for readiness, recommend repairs as needed, and arrange repairs with the MUTC Administrator and the MSC Norfolk-Supply Chain Manager. 2.1.3.3.6 Maintain and store MUTC designated training equipment based on the AEL for MUTC both exportable and in-house training boxes/kits. 2.1.3.3.7 Support on and off-site training equipment requirements. 2.1.3.3.8 Monitor, develop, and maintain the life cycle management of MUTC training equipment (AEL items) and provide associated logistical support. 2.1.3.3.9 Maintain and update as required a computer database of the inventory and condition status of MUTC training equipment including exportable training boxes/kits. 2.1.3.3.10 Perform maintenance and repackaging on MUTC training equipment AEL and APL items, as required. 2.1.3.3.11 The Contractor will be proficient in current Logiquest, LES Ashore Applications, Corrective Maintenance System (CLMS), and Microsoft Programs, such as Access, Excel, PowerPoint, Word and Outlook.. 2.1.3.4 Contractor personnel performing warehousing functions shall possess and maintain a current, certified forklift operator's license. The contractor is responsible for ensuring a current forklift operator's license is maintained. 2.1.4 Engineering support services 2.1.4.1 The Contractor shall provide engineering support services to assist the MUTC Administrator in the repair or replacement of Government equipment. The Contractor shall submit requests to the MUTC Administrator, which shall specify the basis for the repair/replacement. If request is approved, the Government will provide repair or replacement. The Contractor shall be responsible for the minor maintenance repair and/or refurbishment of rigs and associated equipment located at the MUTC. All parts will be furnished by the Government. 2.1.4.2 The Contractor shall perform system operability tests in accordance with appropriate manuals on a tri-annual basis. 2.1.4.3 The Contractor shall be responsible for the scheduling of testing, inspections, maintenance, and repair of MUTC equipment, which includes MHE, OHE, and STREAM equipment. The Contractor shall perform minor repair and maintenance on the STREAM Equipment such as brake shoe replacement, wire rope slushing, greasing, etc. 2.1.4.4 The engineering support personnel shall possess and maintain a current, certified forklift operator's license. The contractor is responsible for ensuring a current forklift operator's license is maintained. 2.1.5 Computer and Database Support: 2.1.5.1 The Contractor shall be responsible for gathering the information and designing a web page` under the MSC website. Updates to the MUTC web page will be submitted to the MUTC Site Administrator/Branch Head for consideration and approval/disapproval. If approved, the Contractor will be responsible for processing the update. Updates to the MSC Navy Reserve Training web pages will be requested by a government designated person in the Military Manpower and Personnel Program (MSC N14) to the MUTC Site Administrator/Branch Head for approval/disapproval and subsequent processing by the Contractor. Web design shall comply with requirements of Section 508 (Electronic and Information Technology Accessibility Standards). 2.1.5.2 The Contractor shall provide continued management, design development, maintenance, and refinement of existing MSC Naval Reserve training and informational web pages, databases, and develop new databases, as required or directed, to meet the existing and emerging information reporting needs of the MUTC and MSC Naval Reserve Programs. 2.1.5.3 Maintain a complete record of all NMCI and non-NMCI IT assets (computers, printers, scanners, copiers, projectors, etc.), on behalf of the MUTC On-site Representative/Lead Instructor (Property Control Program Manager). 2.1.5.4 Serve as a liaison with the MSC N6, MSC CTR and MSC Global Support Desk (MSCGSD) for all IT-related matters. Conduct initial troubleshooting of all IT-related problems, and make recommendations to the MUTC PM for problem corrections. 2.1.5.5 The Contractor shall create monthly Progress Reports stating the readiness of the CARTs. These reports will be created from information gathered from the Commanding Officers of the three (3) CART teams. The reports shall be submitted to the Military Manpower and Personnel Program via the CART Program Support person, with copies to the COR and MUTC Site Administrator/Branch Head. 2.1.5.6 The Contractor will be proficient in current Microsoft Programs, such as Access, Excel, PowerPoint, Word and Outlook. 2.1.5.7 The contractor shall provide computer and database support to the MSC Reserve Training Programs as requested by MSC N14 via the MUTC Site Administrator/Branch Head. 2.1.5.8 As required, update MUTC training courses training courses using the HMTL/XHMTL or PowerPoint format. 2.1.6 MUTC Military Coordinator Support: 2.1.6.1 The Contractor shall: 2.1.6.1.1 Provide military Reserve CART personnel support to the MUTC Site Administrator/Branch Head and the MSC N14 Military Manpower and Personnel Program. 2.1.6.1.2 The Military Coordinator shall generate a monthly summary CART Reserve Readiness Report and submit it to the CART Program Support person. This report is created by collecting monthly status reports from each CART Commanding Officer, which lists the readiness status of their personnel. The forms will be provided by the COR. 2.1.6.1.3 The Military Coordinator shall Coordinate monthly with the MSC Reserve unit CO's and MUTC Training Officer to obtain training course quotas for MSC CART members. 2.1.6.1.4 The Military Coordinator shall work with Naval Reserve units and NOSC's to process travel orders though the Transaction Online Processing System (TOPS). Process on-site Reservist and active duty military travel orders. 2.1.6.1.5 The Military Coordinator shall work with MSC Reserve unit CO's and MSC N14 Military Manpower and Personnel Program on Reserve Unit Assignment Document (RUAD) to ensure they are distributed monthly and properly verified. 2.1.6.1.6 The Military Coordinator shall maintain the mobilization calendar on MS-Outlook for the CARTs. This plan will include names of each CART member, training status, and deployable status. 2.1.6.1.7 Access Corporate Enterprise & Training Activity Resource System (CeTARS) to establish, enroll/muster and graduate classes for all MUTC courses with Course Identification Numbers (CINs) to document attendance by military personnel. 2.1.6.1.8 The Contractor will provide military personnel support to the MSC Reserve Training Program as requested by MSC N14 via the MUTC Site Administrator/Branch Head. 2.1.7 MUTC Student Coordinator 2.1.7.1 The contractor shall: 2.1.7.1.1 The student Coordinator is responsible for in-processing and out-processing all CIVMAR, CONMAR, Government, Active Duty and Reserve military personnel attending training at the MUTC. In this capacity, he/she shall: 2.1.7.1.2 Maintain course and student training schedules for all MUTC Courses of Instruction. 2.1.7.1.3 Maintain and update MUTC training class schedules for CIVMAR, CONMAR, and Military personnel attending MUTC Courses of Instruction. 2.1.7.1.4 For the CARTs, he/she shall work closely with the MSC Military (CART Reserve Coordinator, ensuring all CART members are scheduled for and receive required training. 2.1.7.1.5 Serve as the school liaison with the Reserve commands. For the CARTs, he/she shall work closely with the MSC MUTC Military Reserve Coordinator, ensuring all CART members are scheduled for and receive required training. 2.1.7.1.6 Serve as the school liaison with Active Duty commands. In addition to answering general inquiries, he/she shall liaison with commands hosting exportable training to ensure their readiness to support training. 2.1.7.1.7 Serve as quota control for all MUTC courses, ensuring that all personnel scheduled to attend resident or exportable training are entered into the MUTC training database, and assigned a Billet Control Number (BCN). 2.1.7.1.8 For all students on board, muster and graduate individuals in CeTARS. 2.1.7.1.9 Maintain and update the CANTRAC database for MUTC courses of instruction. 2.1.8 Transition Services: 2.1.8.1 Phase-In Services. If other than the incumbent is awarded this contract, the Contracting Officer will allow the Contractor up to a 31-day phase-in period. If a phase-in period is required, it shall commence on the contract start date. Within three working days after the start of the phase-in period, the Contractor shall commence review of all operations with the MUTC Site Administrator/ Branch Head. Following this review, the Contractor shall develop, with Government input, a plan of action to ensure the smooth transition of services from the predecessor Contractor to the Contractor with no degradation of services. The phase-in services should be considered a very intense effort, possibly requiring working hours outside of the normal working hours specified in the contract. At the end of the phase-in period, the Contractor will be responsible for full performance in accordance with the terms of the contract. 2.1.8.2 Phase-Out Services. Before performance on this contract ends completely, the Contractor shall provide any services necessary to ensure a successful transition of services from it to the awardee under a subsequent contract for the same or similar requirement. The Contractor shall develop, with Government input, a plan of action to ensure the smooth transition of services to the incoming Contractor with no degradation of services. 2.1.8.3 The contractor shall ensure instructors with the appropriate training course instructor qualifications remain on the contract. 2.1.8.4 Right of First Refusal 2.1.8.4.1 The right of first refusal requires that businesses awarded contracts covered by the Executive Order, whose contracts or subcontracts succeed a contract for the same or similar services, in the same location as the prior contract, first offer jobs to those employed under the previous contract, who would otherwise lose their jobs as a result of the change in contractors. The successor contractor and subcontractor cannot post job openings for this new contract until the right of first refusal has been provided to all eligible employees under the predecessor contract. This right does not apply to managerial and supervisory employees. 2.1.9 Underway Replenishment SQT Team Support: 2.1.9.1 The Contractor shall provide support with personnel for UNREP training for the purpose of assisting MSC SQT teams and/or CART teams to rapidly train UNREP Rig Teams. Support may include exportable training CONUS, OCONUS and/or Underway. 2.1.9.2 If OCONUS or Underway, Contractor personnel WILL NOT be sent into hostile environments. 2.1.9.3 SQT Events may be held worldwide. It is expected that at least 4-6 events will be held annually. 2.1.9.4 Each SQT Event may require twelve (12) hour days, seven (7) days a week in all weather, not to exceed thirty-one (31) days excluding travel time. 2.1.10 Transportation services OPTION 2.1.10.1 The contractor shall provide transportation services for Civilian Mariner personnel To/From MSC Contracted Hotel in the Norfolk/Virginia Beach area to Joint Expeditionary Base Little Creek buildings 3525 and 1562, and contracted training facilities. 2.1.10.2 Transportation will be required Monday through Friday excluding federal holidays. 2.1.10.3 The contractor will pick up the personnel at the contracted hotel at the beginning of the work day and drop off the personnel at Joint Expeditionary Base Little Creek buildings 3525 and 1562, contracted training facilities. The specific time of pick up will be specified by the MUTC Site Administrator/Training manager. 2.1.10.4 The contractor will pick up the personnel at Joint Expeditionary Base Little Creek buildings 3525 and 1562, and contract training facilities at the end of the work day and drop off the personnel at the contracted hotel. The specific time of pick up will be specified by the MUTC Site Administrator/Training manager. Specific pick up times will vary by one-two hours depending summer working hours, winter working hours and weather delays. 2.1.10.5 Transportation services will be required for a maximum of 35 students per day. 3 Training Resources and Facilities 3.1 Government Training Resources and Facilities 3.1.1 The Government will provide access to all Government furnished facilities and resources required to perform the Performance Work Statement (PWS). 3.1.2 Government Furnished Automatic Data Processing (ADP) Resource: The Government will provide and maintain computer hardware and software in support of training requirements at the MUTC and MSC-Norfolk. This includes Government and Contractor personnel workstations (NMCI) and File Server, which operates on a Local Area Network (LAN). Government ADP resource software includes the Microsoft Office Windows suite and software required to conduct the applicable course of instruction. 3.1.3 Government Furnished Training Resources: The Government will provide training resources, which include Gamming Laptops capable of XHMTL/simulation programs, overhead projectors, DVD/VCR players, and other audio-visual equipment as required. The Government will provide phones, copiers, and scanner and facsimile resources at the primary resident class location at the MUTC and MSC-Norfolk, aboard ship, or any other designated Government facility. Certain peripheral items shall be shared on a network. Printers shall be on a shared network for buildings used as stated herein. Cubicles, desks or work areas will be available and include a computer workstation, chair, and cubicle storage area. Cubicles may be shared by one or more instructors. 3.1.4 Government Training Facilities: The Government will provide training facilities for classroom/hands-on training. The current office spaces at the MUTC and MSC-Norfolk are sufficient to support the instructional staff and curriculum development/revision activities when required. The training facility and site will normally be determined by the type of training being provided. 3.1.5 The following is a list of training facilities at the MUTC onboard JEBLC, VA and MSC-Norfolk, on board Naval Station Norfolk, VA: Building Type Bldg # Location Square Footage _________________________________________________________________ Rig/Storage 3524 JEBLC 1,791 School House/Offices 3525 JEBLC 15,581 School House/Office 1562 JEBLC 830 Warehouse LP-26 NS Norfolk 12,000 Classrooms SP-312 NS Norfolk 12,000 Office Space SP-312 NS Norfolk minimal 3.1.6 Government Furnished Equipment (GFE)/Government Furnished Information (GFI)/Government Furnished Material (GFM): The Contractor must comply with all provisions that are prescribed in the FAR clauses applicable to this contract. The Government will provide access to facilities, personnel, and documents required to perform the contract. The Government will furnish access to Command, Control, Communications and Computer Systems (C4S) consistent with the Contractor's security clearance and the "need-to-know". This includes but is not limited to unclassified and secure local area networks. This also includes computers (personal and access to main frame systems), the Curriculum Change Request, the Student and Training Course Report, the CART PQS/ESWS Booklets, the Equipment Storage Status Reports and the Allocated Equipage List. The Government will provide work space office furnishings, telephones, and supplies (desk, chair, filing equipment, etc.,) for on-site Contractor employees. All Contract employees will work on-site. 3.2 Training Classroom and Facilities Support. MUTC would request training facilities as required. 3.2.1 Classroom Requirements. As detailed in the reference Unified Facilities Criteria (UFC) 2-000-05N, Planning Criteria for Navy / Marine Corps Shore Installations (100 Series, Operational and Training Facilities), Chapter 171, buildings being used to deliver instruction are of two (2) types for the courses listed, above. Specifically: 3.2.1.1 An Academic Instruction Building (Category Code 171 10): "This facility provides accommodations for classroom lecture instruction, using chairs with fixed table arms, tables, desks or other similar working surfaces." This category is applicable to all of the COIs that can be delivered at a contractor-furnished training facility, with the exception of the AMC. 3.2.1.2 An Applied Instruction Building (Category Code 171 20): "This facility is used to accommodate training through the use of equipment and tools, such as drafting tables, workbenches, machinery, equipment or functional systems." The Ordnance Inventory System - Retail (OIS-R) computers, printers and scanners used to deliver that portion of the AMC that pertains to ordnance inventory management constitutes a "functional system" and therefore falls into this category. 3.2.1.3 General Academic Space: "These classrooms devoted to lecture space are academic instruction classrooms defined under Category Code 171 10. Use Table 17110-1 for space allowances." 3.2.1.4 Space for Hands-On Mockups: "This space is for a classroom in which instruction is given to individuals or groups of students on stationary training devices representing all or part of an operating system. The size of this type of classroom is generally determined not by the number of students, but by the physical size of the equipment. Figure 17120-1 under Category Code 171 20 provides a formula, which may be used to determine the required net floor space. 3.2.1.5 MUTC would require up to three (3) General Instruction classrooms. 3.2.2 Support Spaces 3.2.2.1 Student Break Area. Table 171-1 allows a net of six square feet per student in attendance, each day. A 22.4 ft. X 22.4 ft. break area would allow for the installation of vending machines and some table space for students to use when eating lunch. 4 Personnel 4.1 Key Personnel. All Key Personnel shall possess an Interim or Active SECRET Security Clearance. The following positions are Key Personnel under the terms of this Contract. Key personnel may not perform more than one key role (e.g. be dual-hatted), and must possess the listed minimum qualifications. 4.1.1 Program Manager (PM)/Contract Site Representative. The PM shall serve as the primary Contractor coordinator for all MUTC contract support personnel and operations. The PM shall be co-located at the MUTC In this capacity, he shall be responsible for: 4.1.1.1 Coordinating MUTC requirements within MSC and with external commands or support agencies, as requested or directed by the Government. 4.1.1.2 Ensuring the daily routine for Contractor support personnel meets or exceeds Government support expectations, in all areas. 4.1.1.3 Tracking Instructor lesson plan delivery qualifications and certifications, by course, and ensuring their continuous cross-training. 4.1.1.4 The review and submission of all contract Deliverables detailed in paragraph F4, within established deadlines. 4.1.1.5 Preparing Bi-Weekly Meeting Agendas and situational reports associated with ongoing training/training delivery initiatives (Integrated Product Teams (IPTs), Working Groups (WGs), etc. 4.1.1.6 Scheduling and ensuring the annual review of all lesson plans for courses listed in Attachment J-1. Upon completion of each review, he shall submit a Memorandum for the Record (MFR) detailing any required actions or recommendations. 4.1.1.7 Submission of Curriculum Change Requests (CCRs) to the COR, via the MUTC Branch Head, in accordance with Attachment J-8. 4.1.1.8 The conduct of periodic Business Case Analyses (BCA) to ensure Instructor end strength is sufficient to meet Government instructional delivery (course load) requirements. Each BCA shall be formally submitted to the Government, with supporting rationale for any recommended changes. Any change to the end strength of other Contractor support personnel (other than Instructors) will be based on Bi-Weekly meeting discussions regarding additional support requirements. 4.1.1.9 Ensuring the efficient on boarding and check-in of new Contractor personnel, as necessary to meet Government-approved timeline requirements. 4.1.1.10 Preparing administrative briefs and slides for the MUTC Branch Head or Site Administrator, as required or requested. 4.1.1.11 Preparing reports listed in section F-4. 4.1.1.12 As directed or requested, coordinating with NSWC PHD, the In-Service Engineering Agent (ISEA) for UNREP, regarding scheduled upgrades to the MUTC TTE/TDs. 4.1.1.13 Minimum education/experience required. A Bachelor's Degree, plus ten (10) years of experience as a U.S. Navy or Merchant Marine Deck Officer/Navigation Officer. Must possess the ability to communicate MUTC school house and course requirements, orally and in writing. 4.1.2 Lead Engineering Technician. The Engineering Technician is responsible for performing routine maintenance and minor repairs on MUTC UNREP training equipment. He/she must be capable of determining probable causes of equipment problems/failures and determine what can be repaired locally at the MUTC or should be reported to the MUTC Site Administrator for government repair. Specifically, the Lead Engineering Technician shall: 4.1.2.1 Perform maintenance on the MHE, up to the batteries. MHE repair is the responsibility of the Government. 4.1.2.2 Perform maintenance on the Cargo and Fuel rigs up to the motor controllers for each. Rig maintenance beyond this level is the responsibility of NSWC PHD. 4.1.2.3 Analyze equipment faults, determine disposition and make recommendations for correction to the Government Engineer. 4.1.2.4 Schedule and perform preventive maintenance, per the Government Engineer's direction. 4.1.2.5 Identify maintenance material and resources for acquisition by the Supply Support Contractor, after receiving Government Engineer approval. 4.1.2.6 Administer the safety, HAZMAT and environment programs, as directed by the Government Engineer and the MUTC On-Site Representative/Lead Instructor. 4.1.2.7 Conduct periodic oil analysis and gauge calibration, in accordance with established guidelines and as directed by the Government Engineer. 4.1.2.8 Train other Engineering Technicians in equipment operation and maintenance, as required by applicable Technical Manuals (TECHMANs) and per the Government Engineer's direction. 4.1.2.9 Oversee and report all administrative, maintenance and support actions to the Government Engineer. 4.1.2.9.1 Minimum education/experience required. An Associate's Degree in electrical engineering, mechanical engineering, marine engineering, or engineering technology (including degree variations and/or combinations that include these technical disciplines), plus three years' experience as military or civilian in the use and repair of UNREP equipment, or ten years' experience either as military and/or civilian in the use and repair of UNREP equipment. 4.1.3 Engineering Technician(s). All other Engineering Technicians assigned to the MUTC shall perform equipment maintenance, as directed by the Lead Engineering Technician or the Government Engineer. While performing maintenance, they shall follow all applicable safety, HAZMAT and environmental regulations. 4.1.3.1 Minimum education/experience required. A High School Degree, plus four years of military or civilian experience in the use and repair of UNREP equipment. 4.1.4 MUTC Student Coordinator. 4.1.4.1 The student Coordinator is responsible for in-processing and out-processing all CIVMAR, CONMAR, Government, Active Duty and Reserve military personnel attending training at the MUTC. In this capacity, he/she shall: 4.1.4.2 Maintain course and student training schedules for all MUTC Courses of Instruction. 4.1.4.3 Maintain and update MUTC training class schedules for CIVMAR, CONMAR, Active and Reserve Military personnel attending MUTC Courses of Instruction. 4.1.4.4 For the CARTs, he/she shall work closely with the MSC Military (CART Reserve Coordinator, ensuring all CART members are scheduled for and receive required training. 4.1.4.5 Serve as the school liaison with the Reserve commands. For the CARTs, he/she shall work closely with the MSC MUTC Military Reserve Coordinator, ensuring all CART members are scheduled for and receive required training. 4.1.4.6 Serve as the school liaison with Active Duty commands. In addition to answering general inquiries, he/she shall liaison with commands hosting exportable training to ensure their readiness to support training. 4.1.4.7 Serve as quota control for all MUTC courses, ensuring that all personnel scheduled to attend resident or exportable training are entered into the MUTC training database, and assigned a Billet Control Number (BCN). 4.1.4.8 For all students on board, muster and graduate individuals in CeTARS. 4.1.4.9 Maintain and update the CANTRAC database for MUTC courses of instruction. 4.1.4.9.1 Minimum education/experience required. Five years' experience, either as a military or civilian, in the area of Navy Active/Reservist's support for training and mobilizations. Knowledge of data bases, such as Navy Reserve Readiness Module (NRRM), Corporate enterprise Training Activity Resource System (CeTARS), Reserve Unit Assignment Document (RUAD), Transaction Online Processing System (TOPS), etc. is required. 4.1.5 MUTC Information Technology (IT) Technician. The IT Technician is responsible accomplishing all IT-related duties at the MUTC. In this capacity, he/she shall: 4.1.5.1 Maintain a complete record of all NMCI and non-NMCI IT assets (computers, printers, scanners, copiers, projectors, etc.), on behalf of the MUTC On-site Representative/Lead Instructor (Property Control Program Manager). 4.1.5.2 Conduct initial troubleshooting of all IT-related problems, and make recommendations to the MUTC Site Administrator and contractor Program Manager for problem corrections. 4.1.5.3 Serve as the primary liaison with the MSC N6, MSC CTR and MSC GSD for all IT-related matters. 4.1.5.4 Provide continued management, design development, maintenance, and refinement of existing MUTC informational web pages, databases. He/she shall also develop new databases, as required to meet the existing and emerging information reporting needs of the MUTC. Web design shall comply with requirements of Section 508 (Electronic and Information Technology Accessibility Standards). 4.1.5.5 XHMTL/HMTL Programming experience to upgrade the content of training courses of instruction listed in Attachment J-1. 4.1.5.6 Maintain and update training class schedules for CIVMAR, CONMAR, Active and Reserve Military personnel attending MUTC courses of instruction. 4.1.5.6.1 Minimum education/experience required. Five years' experience with website design/layout principles and practices, coding best practices, web based technologies, servers, software and standards, scripting languages, JavaScript, XHTML, generating and revising web pages using web site editing software programs. The Contractor will be proficient in all Microsoft Office programs. 4.1.6 MSC MUTC Military (CART) Reserve Coordinator. In this capacity, he/she shall: 4.1.6.1 Coordinate monthly with the CART CO's/other Reserve unit CO's and Training Officers to verify the training records of each CART/Reserve member. 4.1.6.2 Maintain the mobilization calendar on MS-Outlook for CARTs. This plan will include names of each CART personnel, training status, and deployable status. 4.1.6.3 Coordinate with MSCLANT and MSCPAC duty oiler schedulers to facilitate underway training. 4.1.6.4 Create CART Reserve Readiness Report on a monthly basis and provide to the CART Program Manager, Director Reserve Affairs, and CART Units. 4.1.6.5 Provide continued management and maintenance of existing reserve informational web pages and databases. 4.1.6.6 Coordinates with the MUTC Student Coordinator with respect to administrative and course requirements of CART Reserve student's assigned training at MUTC. 4.1.6.7 Responsible for check in and check out CART students reporting to school at MUTC, Joint Expeditionary Base Little Creek. Collect Reserve Orders, perform CART student administrative duties, obtain order endorsements, process orders through TOPS, and return fully endorsed orders to CART students. 4.1.6.8 When required, report to the CART Program Manager and N00R on the status of revising existing CART related MUTC training courses and the development of a new training courses that are required for the CART training program. 4.1.6.9 Have and maintain a Secret Clearance. Access the Secret Internet Protocol Router network (SIPERNET) to be capable of reviewing SECRET naval message traffic and correspondence for CART operational support requirements. 4.1.6.10 This position will be physically co-located with N00R at Naval Station Norfolk. The employee will be physically located at the MUTC, Joint Expeditionary Base Little Creek to perform all CART student Check in, check out and administrative duties listed in paragraph 4.1.6.7. 4.1.6.10.1 Knowledge of data bases, such as Navy Reserve Readiness Module (NRRM), Corporate enterprise Training Activity Resource System (CeTARS), Reserve Unit Assignment Document (RUAD), Transaction Online Processing System (TOPS), etc. is required. Experience with revising web pages using web site editing software programs. The Contractor will be proficient in all Microsoft Office programs. 4.2 General Provision. The Contractor agrees that during the first ninety (90) days of the contract performance period, no key personnel substitutions will be permitted unless such substitutions are necessitated by an individual's illness, death, or termination of employment. In any of these events, the Contractor shall promptly notify the Contracting officer and provide the information required below. After the initial ninety (90) day period, all substitution proposals must be submitted, in writing, at least thirty (30) days in advance of the proposed substitution to the Contracting Officer, and provide information required below. 4.3.1 Requests for Substitution. All requests for substitutions must provide detailed explanations of the circumstances necessitating the proposed substitutions, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer in order to approve or disapprove the proposed substitution. All proposed substitutes must have qualifications that are at least the equivalent of the qualifications required by the position. The Contracting Officer or his/her authorized representative will evaluate such requests and promptly notify the Contractor of his approval or disapproval thereof. 4.4 All contract personnel shall located at MUTC government operated or contracted training facilities. 4.5 Instructor General Qualifications. The contractor will be responsible for initial qualifications, certifying and maintaining qualifications for all contract instructors. 4.5.1 Maintain current Basic First, cardiopulmonary resuscitation (CPR), automated external defibrillator (AED) certification form a nationally recognized organization. 4.5.2 Maintain a current High-risk Instructor qualifications and physical requirements for all High Risk training courses as outlined in OPNAVINST 1500.75 (series) enclosures (2) through (4), MSCINST 6000.1 (series). 4.5.3 Instructors will have completed the Navy Master Training Specialist qualification prior to being hired. 4.5.4 Instructors will have completed the Train the Trainer Course within 30 days of being hired. 4.5.5 Maintain a minimum of four qualified instructors to instruct each course listed in section J-1. Courses with specialty qualifications will require additional qualified and certified instructors. 4.5.6 All instructors will be qualified to teach six or more courses of instruction listed in section J-1. 4.6 Instructor specialty qualifications. The contractor will be responsible for initial qualifications, certifying and maintaining qualifications for all contract instructors. 4.6.1 Crane Operator Certification Course. The contractor will maintain a minimum of two (2) National Commission for the Certification of Crane Operators (NCCCO) -Mobile Crane Cab Operator Licensed instructors who are NCCCO-certified instructors with the qualification to issue crane operator licenses to MSC personnel. 4.6.2 Ammunition Management Course: The contractor will maintain a minimum of four (4) U.S. Navy certified Ammunition Management Course instructors. Maintain a current Authorization to instruct NAVSUP P-805 Ammunition Sentencing Training Course, Naval Operational Logistics Support Center (NOLSC) letter of Ser 45/024 of 15 May 13 4.6.3 STREAM Cargo/Fuel Training qualifications. The contractor will maintain a minimum of six (6) instructors to teach the STREAM Cargo/Fuel training courses 4.6.3.1 Maintain a current High-risk Instructor qualifications and physical requirements as outlined in OPNAVINST 1500.75 (series) enclosures (2) through (4), MSCINST 6000.1 (series). 4.6.4 A minimum of four (4) instructors will be designated MHE instructors and will have completed the NWS Yorktown Explosive MHE Instructor Course. 4.6.5 A minimum of four (4) instructors will be designated Magazine Sprinkler instructors and inspectors and have completed the Navy Magazine Sprinkler Maintenance and inspector training courses.
