Description
The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) for maintenance services for the Data Center at Joint Force Training Center (JFTC) in Bydgoszcz, Poland. The reference for the IFB is IFB-NCIA-NCBY-17-02 and all correspondence concerning the IFB should reference this number. The source selection process is for the lowest price, technically compliant bid. It is planned to place a single contract for the entire scope of work. No partial bidding will be allowed. SUMMARY OF REQUIREMENTS 1. Background The Data center operates twenty-four (24) hours a day, seven (7) days a week with aim of providing all information technology services for all day-to-day activities and with support of Training Events (TE) and exercises. NCIA CSU 8ydgoszcz is responsible for the delivery and technical support of hardware and operating systems platform. These computing services are provided to a diverse audience of users and the availability of data center mainframe and all of its components. Failure to meet agreed and established service levels can have a highly visible impact on ability to meet mission requirements. 2. Scope 2.1 The Contractor is responsible for providing service activities to data center IT infrastructure in case of hardware failure of any of the components that will be listed in the SOW of the bidding package. 2.2 Service activities are to deliver the spare part for malfunctioning item (part or complete device) and repair action onsite in the production environment. 2.3 During non-exercise period Contractor must establish a Service Desk, able to record raised incidents during the Customer working hours (0730 -1600, CET), Monday to Friday (8,5x5 mode). 2.4 During exercises Contractor must establish a Service Desk, able to record raised incidents during the Customer working hours (0800 -2200, CET), Monday to Sunday (14x7 mode). 2.5 All materials and equipment supplied by the Contractor will be installed in strict conformity with the manufacturer's specifications. Non-volatile storage devices with classified data will not be given to the Contractor. This equipment will be disposed of in accordance with NATO disposal procedures. 3. Type of Contract The Contract will be a firm fixed price contract. 4. Period of Performance The Contractor performance period will be from the award to 31 December 2017 + 4 one year options, and the start date of contract will be date of the award of the contract, as this will be specified in the Schedule of Supplies and Services (SSS). BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list, however, the U.S. firm must be approved for participation in NATO ICB. Firms are approved for U.S. NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce (DOC) will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 23 February 2017 - IFB issued (target): April 2017 - Bid Closing (target) : end of June 2017 - Contract Award (target): September 2017
