- The US Army Corps of Engineers, Walla Walla District is seeking sources for furnishing two additional rotor poles at Dworshak Dam in Idaho, for use in a current contract awarded to Andritz Hydro Corporation. As part of an upgrade to improve reliability and efficiency at Dworshak Dam, the Corps of Engineers provided new or refurbished electrical equipment, to include rotor pole bodies with amortisseur windings under Contract No. W912EF-15-C-0031 for work on Main Unit Generator #3. The contract includes a bid item to refurbish 56 rotor field poles. This requirement for two additional rotor poles for Unit #3 may be purchased as an out of scope contract modification, depending upon the results of this sources sought announcement. The statement of work is as follows: Furnish two complete rotor pole bodies with amortisseur windings. The pole bodies and amortisseur windings shall be of the same design as the existing Dworshak main unit #3 pole bodies. The Contractor shall provide Existing Pole and Coil As-Built Design Information for the existing main unit #3 pole bodies, to include dimensional drawings of all components and material details as best they can be determined. All materials used in the new pole bodies shall be suitable for us in Class F operating temperatures. Pole Bodies: The pole bodies shall be built up of thin sheet laminations secured by rivets or bolts and shall be capable of being fastened to the rotor rim by means of accurately die-punched or laser-cut dovetails, matching similar slots in the rotor rim and held in place by tapered keys. The new pole bodies shall be capable of withstanding without damage the rotor design runaway speed of 228 RPM. Contractor would be responsible to develop the Rotor Pole Body Design to include drawings and descriptions of materials used, certifications for laminations material, methods of cutting and stamping laminations, methods and materials for assembling and clamping the laminations, and an evaluation of the adequacy of the dovetail strength. Amortisseur Winding: The new pole bodies shall be provided with a pole-face amortisseur winding. The winding shall be made of oxygen-free alloy ANSI C10200 or approved equal. The amortisseur winding shall be of the same design as found in the existing rotor poles from the generator. The design of the amortisseur winding shall be such that the amortisseur bars make good electrical contact with the pole body laminations. Contractor would be responsible to develop the Amortisseur Winding Design to include drawings and descriptions of the materials to be used and the methods to be used to assemble the amortisseur winding and secure it to the pole body. Field Coils: The field coils shall be made of electrolytic tough pitch ANSI alloy C11000 or approved equal. The field coils supplied shall be universal coils, in that they shall be equipped with all possible lead locations as all existing coils and are designed in such a way that they may be installed in any location in the field winding. The Contractor shall perform the following factory testing on the two completed field poles: Insulation Resistance and Polarization Index Test, Turn Dielectric Test, High Potential Test, Impedance or Pole Drop Test, and DC Resistance Test. The delivery location is Dworshak Dam in Ahsahka, Idaho. Expected delivery date is 15 May 2017. This sources-sought announcement is issued for the purpose of identifying large and small business concerns, including HUBZone small business firms, woman-owned small business firms, small disadvantaged business concerns, and service-disabled veteran-owned small business firms, with the interest and capability to accomplish the work. Interested firms who respond to this announcement must submit a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above. Responses will be used in the Government's determination of whether to compete this requirement or pursue a justification and approval to award the work to the current contractor. Include your firm's DUNS number and a statement indicating your business type (large business, small business, HUBZone, woman-owned, small disadvantaged, service disabled veteran owned.
