- SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 492110. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. (DRAFT) Statement of Work (SOW) Scope: The contractor shall provide express small, heavyweight package domestic delivery services and ground delivery services. The contractor shall furnish all necessary supervision, labor, equipment and materials to provide mail processing service, utilizing Automation Compatible (Auto), First Class Presort, Full Rate First Class Permit, Presort Flats, Certified (Irregular, all certified mail will be pre-logged at the MEDVAMC), International, Priority/Express, and special standard mail (letter size) located at the Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, TX 77030. The contractor shall pick-up at Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, TX 77030, room BB-211, all mail including, but not limited to meter and permit imprinted First Class, Certified, and Standard Class mail for presorting with same day processing and delivery to the United States Postal Service. 1. The contractor shall ensure complete control of all mail picked up from the time of receipt until the time delivered to the United States Postal Service. 2. The contractor shall provide a Customer Control Record for pick-ups. Control record shall indicate the date, customer name, time of pick-up, driver name, and number of trays, tubs, bags, and boxes. 3. The contractor shall pick-up mail Monday through Friday between 8:30AM and 3:30PM, excluding Federal Holidays. 4. The contractor shall guarantee that 100% of First Class automation compatible mail will receive automated price savings. 5. The contractor shall process mail utilizing the most cost effective class of service available through the United States Postal Service. 6. The contractor shall pick-up Presort Standard class and Permit class mail and sort consistent to obtaining the lowest postage cost possible. Standard mail shall be processed on a separate invoice and shall be submitted to the Michael E. DeBakey VA Medical Center to include postage costs, estimated handling fees and all other charges necessary for processing mail. 7. Survey Data Capture: The contractor shall have the ability to provide Data Capture service from a 4 x 6 card or 8-1/2 x 11 sheet. 8. Security 8.1 The contractor shall ensure all employees have a background check prior to processing any mail for this facility. 8.2 All mail shall be processed in a secured area or building. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size, DUNS and GSA contract (if any) pursuant to the NAICS code 492110. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses shall be received in writing no later than Monday, February 20, 2017 at 10a.m. CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
