Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source, Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0003 with Composite Engineering INC. (CEi), 5381 Raley BLVD Sacramento CA, for the procurement of Rocket Assist Take-Off (RATO) rocket motors, part number Xi6000, for the BQM-177A Subsonic Aerial Target (SSAT) and will have a period of performance of approximately 90 days. The BQM-177A is a subsonic, recoverable, aerial target system that emulates Anti-Ship Cruise Missile (ASCM) and Surface-to-Air Missile (SAM) in support of weapons system test and evaluation. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 325920. CEi is the only company that can provide required flight consumables as jointly developed in a Cooperative Research and Development Agreement (CRADA) with NAVSEA Indian Head and there are no other sources. Small businesses interested in subcontracting possibilities may contact Russell Sherman, (916) 751-3039, Composite Engineering, INC. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement which shall be considered by the agency. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
