Description

The Oceanic and Atmospheric Research/Office of the Chief Information Officer, National Oceanic and Atmospheric Administration (NOAA), U.S. Department of Commerce (DOC) in Norman, Oklahoma, intends to negotiate under authority of FAR 13.106-1(b)(1) on a sole source basis, with Spectrum Enterprise to provide 1 Gigabit speed Metro Ethernet connectivity, and Primary Rate Interface (PRI) to local Public Switched Telephone Network (PSTN) service in support of the OMAO Aircraft Operation Center. The 1 Gigabit Metro Ethernet and PRI service must be delivered no later than 14 April 2017. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the capability that fully meets the Government's requirements may submit substantiating documentation, including documentation of approval from the City of Lakeland, in writing to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
