- This solicitation is a "REQUEST FOR INFORMATION" only for the proposed contract work listed in the requirements section below. This Sources Sought Notice is not a request for formal proposals or quotes. Plans and specifications are not available at this time. Responses to this Sources Sought must be received by email or fax no later than the date specified in the response section. This intent of this sources sought is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of performing the proposed contract work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Responses to this notice shall include the following: (a)Company Name (b)Address (c) Point of contact (d) Phone, fax, and email (e) Unique Entity Identifier (DUNS number) (f) Bonding Capacity (per contract) (g) Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business: (h) Provide a Listing of your highway/bridge construction experience within the last 3 years where you were the prime contractor for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts and Performance period, completion date. Requirement The proposed contract is for a firm-fixed-price construction contract. The primary objective of the proposed project is to reconstruct portions of roads and bridges associated with flood damage in the Idaho Panhandle (21 miles SE of Bonners Ferry & 10 miles N of Clark Fork) National Forest. The project includes a total of 10 sites; one site along Boulder Creek being approximately 21 miles southeast of Bonners Ferry, and 9 sites along Lightning Creek being approximately 10 miles north of Clark Fork. The anticipated work for these sites include, but are not limited to the following: •Raising existing bridge over Rattle Creek approximately 5', including the replacement of bridge foundation and abutments, •Riprap abutment protection and re-establish channel at Rattle Creek, •Hydraulically jack existing superstructure at Wellington Creek and replace west abutment and foundation, •Resetting existing box culverts, removal of debris, and re-establishing a roadway surfaces, •Realignment of road away from bank, •Hydraulic revetments along creek banks, and •Utilize native pole plantings and boulder clustered with embedded root wads along channel banks. NAICS Code 237310, Highway, Street, and Bridge Construction apply to this procurement with a size standard of $36.5 million. Estimated Price Range: Between $1 million and $2 million. Response: Responses to this Sources Sought Notice should include all information requested in (a) through (h) above. Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any offeror capable of providing this service shall respond to this sources sought by e-mail to wfl.contracts@dot.gov or by FAX to 360-619-7932 no later than February 23, 2017, 1400 PT.
