- The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1(a), with Kamphaeng Phet Hospital (KPPH) as the only responsible source that can provide the required proprietary software specifically built to support the United States Army Medical Directorate - Armed Forces Research Institute of Medical Sciences (USAMD-AFRIMS) efforts in support of epidemiological, clinical and laboratory activities related to biomedical research and surveillance projects to take place within (or near) Kamphaeng Phet, Thailand. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items and FAR Part15 Contracting by Negotiations. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. 1. TITLE: Clinical Study Support for Biomedical Research and Surveillance in Kamphaeng Phet, Thailand 2. BACKGROUND: The United States Army Medical Directorate - Armed Forces Research Institute of Medical Sciences (USAMD-AFRIMS) is an overseas laboratory of the Walter Reed Army Institute of Research (WRAIR). USAMD-AFRIMS maintains a field station in Kamphaeng Phet, Thailand known as the Kamphaeng Phet - AFRIMS Virology Research Unit (KAVRU) which conducts biomedical research and surveillance in support of the WRAIR mission. KAVRU executes research and surveillance projects focusing on emerging infectious diseases of importance to the U.S. Army including dengue and influenza. KAVRU is situated on the grounds of Kamphaeng Phet Hospital (KPPH) which is the Thai Ministry of Public Health (MOPH) referral hospital for Kamphaeng Phet province. 3. PURPOSE: The work items presented herein are associated with technical, administrative, and logistical support to KAVRU for the conduct of epidemiological, clinical and laboratory activities related to biomedical research and surveillance projects to take place within (or near) Kamphaeng Phet, Thailand. These projects include (but are not limited to) the studies entitled "Familial force of infection: Dengue in Households in Kamphaeng Phet, Thailand," "Prospective observational studies of hospitalized children and adults with suspected dengue," "Efficacy and safety of a novel tetravalent dengue vaccine in healthy children aged 2 to 14 years in Asia," "Sentinel Human Surveillance For Influenza in Asia" and others as relevant. The Contractor shall complete work items including (but not limited to) procurement of epidemiological and clinical research support services, supplies and equipment, laboratory testing, transportation and communications services, and quality control for activities related to the preparation and execution of biomedical research and surveillance projects. 4. TECHNICAL REQUIRMENTS: 4.1. The Contractor shall provide technical, administrative, and logistical support for the conduct of biomedical research and surveillance projects to include: TASK 1: Collect biological specimens (i.e., blood, respiratory swabs, urine, others as relevant) and data (i.e., epidemiological, clinical, laboratory, others as relevant) from biomedical research protocols approved by appropriate ethics committees or as part of USAMD-AFRIMS public health services to KPPH; TASK 2: Coordinate with KAVRU in the transfer to USAMD-AFRIMS of biological specimens (i.e., blood, respiratory swabs, urine, others as relevant) and data (i.e., epidemiological, clinical, laboratory, others as relevant) collected from biomedical research protocols approved by appropriate ethics committees or as part of USAMD-AFRIMS public health services to KPPH; TASK 3: Assist KAVRU with community engagement and educational activities related to biomedical research and surveillance projects; TASK 4: Provide clinical care to research volunteers as outlined in research study protocols; TASK 5: Provide clinical research services and radiological support as outlined in research study protocols (e.g., informed consent procedures, clinical data collection, phlebotomy, ultrasound, others as relevant); TASK 6: Provide administrative and accounting services including reimbursement to research study volunteers for attending study-related activities; TASK 7: Provide clinical research coordination and database management to assist study investigators in planning and executing the research projects and managing associated documents and data. 4.2 The Contractor shall provide administrative and logistical support to KAVRU to include: TASK 8: Assist with maintaining security and safety (i.e., physical security, security guard, fire prevention, grounds maintenance) at KAVRU; TASK 9: Support infrastructure repair and maintenance at KAVRU, since KAVRU is on the grounds of KPPH, infrastructure includes but is not limited to the KAVRU building, electricity and water pipeline support, internet and wireless communication; TASK 10: Maintain direct dial telephone lines at KAVRU; TASK 11: Furnish diesel or gasoline fuel to vehicles operating in support of KAVRU projects; TASK 12: Provide usage of the KPPH network or others as relevant to allow field communications with personnel supporting KAVRU biomedical research and surveillance projects. 5. PLACE OF PERFORMANCE: Services will be performed at Kamphaeng Phet public health facilities or in the Kamphaeng Phet community. 6. PERIOD OF PERFORMANCE: Start of contract on 1 April 2017 with 4 option years 7. TRAVEL: The Contractor may travel under this contract. This would be part of other direct costs. 8. GOVERNMENT FURNISHED ITEMS: None 9. Contracting Officer Representative: TBD 10. ATOPSEC: 10.1 AT Level I training. This standard language is for contractor employees with an area of performance within an Army controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 05 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil 10.2. AT Awareness Training for Contractor Personnel Traveling Overseas. This standard language required US based contractor employees and associated sub-contractor employees to make available and to receive government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact. 10.3 Army Training Certification Tracking System (ATCTS) registration for contractor employees who require access to government information systems. All contractor employees with access to a government information systems must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter. 10.4 For contracts that require a formal OPSEC program. The contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer. This plan will include a process to identify critical information, where it is located, who is responsible for it, how to protect it and why it needs to be protected. The contractor shall implement OPSEC measures as ordered by the commander. In addition, the contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1. 10.5 For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. 10.6 For information assurance (IA)/information technology (IT) training. All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of appointment to IA/IT functions. 11. CONTRACTOR MANPOWER REPORTING (CMR) - (ACCOUNTING FOR CONTRACT SERVICES) (OCT 2007) (USAMRAA) The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where Core Informatics will report ALL contractor manpower (including sub-contractor manpower) required for performance of this contract. Core Informatics is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (l) Contract Number; (2) Delivery Order Number (If applicable); (3) Task Order Number (If applicable); (4) Requiring Activity Unit Identification Code (UIC); (5) Command; (6) Contractor Contact Information; (7) Federal Service Code (FSC); (8) Direct Labor Hours; (9) Direct Labor Dollars; and, (10) Location. In the event the Contracting Officer's Representative (COR)/Contracting Officer's Technical Representative (COTR) has not entered their data requirements first, Core Informatics must also enter the COR/COTR required data with the exception of fund cite, obligations, and disbursement data. As part of its quote or offer, Core Informatics will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. The reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year.
