Description

Justification Draft RFQ The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures (per attached draft request for quote and justification) to Aitech Defense Systems, 19756 Prairie Street, Chatsworth, CA 91311 for seven (7) each commercial off the shelf (COTS) C108 PowerPC® 7448 Single Board Computer with CANbus 2.0 part number 2C108L-A6200-25. This purchase is not suitable for full and open competition for the following reason: The items being purchased were specifically tested and evaluated against the Naval Sea Systems Command (NAVSEA) technical requirements as provided on the LCAC C4N System Baseline Configuration 3 (SBC3) product specification during the product's initial prototyping and evaluation phase. These components are used in a Build-to-Print drawing package. No other source for these components currently exists. Aitech Defense Systems is the Original Equipment Manufacturer (OEM) for the current cards used by the fleet. Only these items, provided by Aitech have been approved for LCAC C4N use. Delivery will be F.O.B.Destination to Naval Support Activity Panama City Receiving Office, Building 100, 110 Vernon Ave. Panama City, FL 32407 not later than 18 weeks after award of the purchase order. NAICS Code 334111 applies. Small Business Size standard 1250 employees. FSC is 7025.
